EMPLOYMENT PROCESS
Ross/West View Emergency Medical Services Authority (E.M.S.A.) considers all applicants for all positions, in accordance with Title VII of the Civil Rights Act of 1964, as amended, and the Americans With Disabilities Act of 1990, and the Age Discrimination in Employment Act of 1967, as amended, which prohibits discrimination in the recruitment, selection, and hiring of employees.
The Ross/West View E.M.S. Authority utilizes the following procedures in order to select highly skilled individuals for one or more of the following positions:
Emergency Medical Technician
Emergency Medical Technician/Paramedic
Training Coordinator
Field/Operational Supervisor
The employment process consists of five phases/steps. Candidates are required to meet a series of minimum requirements for each phase. Applicants failing to meet the minimum requirements of a specific phase will not be eligible for the next phase. Listed below are specific requirements for each phase of the employment process.
The first phase is the application process. All applicants must provide the following documentation attesting that the applicant meets or exceeds all of the prerequisites for the position.
Applicants complying with the prerequisites listed above will be notified via email or phone, regarding specific dates, times and locations of the next phase. Applicants, who do not meet the prerequisites outlined above, will be notified via email of their disqualification.
The second phase consists of a written examination of fifty (50) questions, based on applicable job related knowledge objectives, followed by a skills evaluation. Minimum passing score for both the written and practical evaluation is 80% or higher. The skills evaluation will be based on current applicable job knowledge (EMT or EMT-P), that consists of a scenario based situation. This scenario is based on the National EMT and Paramedic competition as defined from the National Highway and Traffic Safety Administration EMT and EMT - P national standard curricula. Practical testing will be based on a total possible points of forty (40). No retesting is permitted on either examination. Tests will be scored immediately following completion of both written and practical examination. Applicants who successfully pass this the written examination will be permitted to participate in the practical examination. Applicants who fail the written or practical exam will be disqualified from continuing in the employment process. Following successful completion of both exams, the applicant will receive an oral interview.
The third phase of the employment process consists of an oral interview with the members of the administrative staff. The interview is designed to give the applicant an opportunity to interact and share their views, goals, expectations and previous experiences in the field of emergency medical services. The interview also gives the administrative staff the opportunity to overview the job description and analysis, and other related duties. The applicant is encouraged to ask questions regarding any aspect of employment with the Authority.
All remaining applicants will be evaluated utilizing the information obtained during the employment process. This will include information from the following.
* Application
* Written Examination
* Practical Examination
* Oral Interview
Based on all the information, including, but not limited to a background check through the exclusionary providers check, the Authority administration will select the most qualified applicant(s) for the position(s) posted. Final candidate(s) will be offered conditional employment, contingent upon the successful completion of the forth and fifth phase of the employment process.
The forth phase and fifth phase of the employment process consist of a post offer physical agility performance evaluation and a post offer physical evaluation. These tests will be conducted at no cost to the candidate(s) at a medical facility designated by the Authority. Candidates(s) will be required to complete the following performance evaluation.
1. STRETCHER LOADING/UNLOADING TASK SIMULATOR:
A standard two-person stretcher will be loaded with 165-pound mannequin. The candidate will be positioned at the head of the stretcher. A delegate of the testing agency will be positioned at the foot end of the stretcher. Upon the therapist's command of start, the candidate and delegate member will push/pull the stretcher, in its' full up-right position, 25 feet to the back of an ambulance. The candidate and staff will then change positions with the candidate being placed at the foot end of the stretcher. The stretcher will then be placed into the rear of the ambulance in the "load" position. The candidate will then pull the stretcher load release, while the staff member raises the lower carrage. The candidate will place the stretcher into the ambulance. Once the stretcher is securely in place in the ambulance, the candidate will pull the stretcher from the ambulance, while the staff member lowers the wheels to the floor so the stretcher is in it's full up-right position. The candidate and staff member will then return to their respective places at the head and foot of the stretcher and roll the stretcher 25 feet back to the point of test origin.
2. MANNEQUIN DRAG-EXTRICATION TASK SIMULATOR:
A 165-pound mannequin will be placed supine on the floor. The candidate must grasp the mannequin around the chest in a standard one-man drag fashion. The candidate will then drag the mannequin along a plotted straight course. The course will be 25 feet in length. When the candidate reaches the end of the course path, he/she will pivot with the mannequin and drag the mannequin back to the point of test origin along the same course. The floor surface upon which the mannequin is dragged will be carpeted to simulate various floor textures.
3. REEVES STRETCHER CARRY TASK SIMULATOR:
A 165-pound mannequin will be placed supine upon a reeve's stretcher and fastened with straps in the normal fashion. The candidate will be positioned at the mannequin's head. A delegate of the testing agency will be positioned at the feet. Upon the therapist's command of start, the candidate and the staff member will pick up the stretcher along a 50-foot curving pathway. The pathway is a tiled surface. The candidate and delegate will then carry the stretcher up four steps onto a landing and place the stretcher down. The candidate and delegate will be given thirty seconds to stand. Upon the therapist's command of start, the candidate and delegate will pick up the stretcher, carry it down the four steps and back along the course to the point of test origin.
4. STAIRCHAIR CARRY TASK SIMULATOR:
A 165-pound mannequin will be placed in a stairchair and secured with straps in a normal fashion. The candidate will be positioned at the back of the chair. A delegate of the testing agency will be positioned at the front (foot end). Upon the therapist's command of start the candidate will lean the chair back and the delegate will grasp the foot bar. The candidate and staff member will then lift the chair and carry it up four steps onto a landing. The chair will be placed upon the landing. The candidate and staff member will then carry the chair back down the steps in the same fashion and place it on the floor.
Following completion of all four phases of the physical agility performance evaluation, the applicant will be required to successfully complete a back/lifting evaluation and physical examination. This test will be completed at the same facility by a physical therapist, occupational therapist and a medical physician. Finally, the candidate will be required to participate in a drug and alcohol urinalysis test. This test will be conducted at the same location by a medical physician. Following successful completion of the final phase of the employment process, the candidate(s) will be issued a starting date, standard operating procedures and an employee manual.
