Description

The International Code Council (ICC) is a member-focused association dedicated to helping the building community and construction industry provide safe, resilient, and sustainable construction through the development and use of model codes (I-Codes) and standards used in design, construction, and compliance processes. Most U.S. states and communities, federal agencies, and global markets choose the I-Codes to set the standards for regulating construction, plumbing and sanitation, fire prevention, and energy conservation in the built environment. In addition to its codes and standards activities, the Code Council provides product testing and evaluation, accreditation, software and technology, professional development and training, and consulting services solutions for governments and businesses.


The VP of Technical Services reports to the VP of State and Local. This position is responsible for developing, coordinating, directing, and implementing programs to ensure the successful completion of the goals and objectives of the GR Department on behalf of ICC and its business units under the ICC Family of Solutions (FoS). This is accomplished by providing technical analysis, support, and thought leadership on ICC FoS products and services.


Responsibilities:

  • Develop and execute strategy to further the goals of ICC and FoS, national strategy, and other organizational priorities; specific to code adoption, implementation, and usage of FoS products and services to establish/achieve both near, medium, and long-term objectives. 
  • Provide technical support to GR staff related to codes and standards and ICC FoS products and services, not limited to code interpretations, overviews of code enforcement activities/mechanics, talking points, analysis, briefings, etc.
  • Support GR staff briefings with public and private sector stakeholders, as a technical, subject matter expert, initiating briefings as needed.  
  • Serve as a technical resource for legislative and administrative bodies, including attending technical advisory committee meetings as assigned and where necessary. 
  • Showcase ICC thought leadership through drafting white papers and website content and other materials. 
  • Support ICC committees, councils, and technical working groups as assigned and where necessary.   
  • Develop, manage, and leverage relationships with stakeholders and coalitions of stakeholders, including state agencies, county and municipal organizations (national affiliates), ICC Members, state, local and national trade associations, and other interested parties.  
  • Represent the ICC at member meetings, conferences, and trade shows as assigned, necessary. 
  • Present to government officials, design professionals, contractors, and other interested parties on all aspects of the ICC FoS.  
  • Evaluate existing programs, services, and procedures to recommend improvements as necessary to support the goals of the ICC FoS.  
  • Act as support to the Government Relations Department and field staff: 
  1. Draft and advise on legislative proposals, amendments, and strategies; respond to rulemakings and other administrative actions; and factsheets, bill summaries, and other materials for decision-makers, ICC members, and the public;  
  2. Respond to reporters/journalists; speak on the record regarding technical matters where necessary; 
  3. Advise on/prepare testimony for legislative and administrative bodies; and
  4. Monitor and report on state and local legislation and administrative actions and analyzing relevant state/local trends.  
  • Prepare annual cost center budget, manage cost center budget, and track expenditures to ensure compliance with approved budget.
  • Other duties as assigned.
Requirements
  • Senior level responsibility over similar functions with 10+ years’ experience.  
  • Expertise in construction codes and standards, code adoption and implementation processes, and experience with member associations.  
  • Experience working on resilience/disaster mitigation, energy conservation/sustainability, accessibility, fire services, and/or construction industry issues. 
  • Proactive, prioritizer with a demonstrated history of delivering on goals, meeting deadlines.  
  • The ability to use productively the knowledge, experience, and efforts of others.
  • Strong skills in Microsoft Office, and proven ability to master other computer software.
  • Excellent organizational skills, multitasker with great attention to detail.
  • Patience, understanding, independence, professionalism, reliability.
  • Excellent verbal and written communications. 
  • Ability to travel extensively, if necessary.
