Purpose:
Perform functions to ensure the residences are well run, the staff are properly trained, supervised, and monitored, and members receive the necessary services in the assigned Community Living Transition program.
Essential Responsibilities:
- Hire and supervise CILA employees for adherence to planned schedules, programs, and documented activities, continually monitor employee work hours through the time and attendance system, and manage overtime.
- Evaluate employee performance, enforce agency policies and procedures, and recommend changes in employee status.
- Provide on-site supervision at CILA homes.
- Maintain and operate assigned homes within budgetary guidelines including groceries, and assure timely re-certification (i.e., CPR, first-aid, and medication administration).
- Maintain and operate assigned homes within budgetary guidelines including groceries, gasoline, link card usage, and other purchases.
- Continuously monitor health and safety practices in each assigned CILA home including emergency drills, medication training, and staff/member ratios. Ensure infection control and COVID protocols are followed by members, staff, and visitors.
- Ensure there are medication-authorized staff scheduled for every shift as needed and provide backup if needed for medication administration.
- Respond to all emergencies in the CILA homes, as required. Must carry Agency issued), working collaboratively with the Agency maintenance department. Complete work tickets as needed.
- Must carry Agency-issued cellular phone at all times for accessibility.
- Monitor assigned agency vehicles to ensure that mileage logs and gasoline purchases are completed and coordinate with the transportation department on maintenance issues.
- Develop, plan, and monitor community inclusion activities and opportunities for members.
- Ensure adherence with mandated reporter/OIG protocols, notify staff as needed of any OIG interviews, and cooperate fully with OIG investigations promptly.
- Complete required documentation into agency electronic record system (Quantum), and ensure staff is also trained on Quantum usage and utilized for recordkeeping.
- Ensure timely response to emails and phone calls, generally within one working day; provide out-of-office notification on emails and cell phones with appropriate contact information as needed.
- Ensure semi-annual inventories are completed related to each member’s personal items.
- Ensure at least monthly member and staff meetings and minutes of such.
- Ensure accounts are monitored for agency rep payee members; assist members in budgeting.
- Maintain pay card and track expenditures and receipts, track Link card usage.
- Complete annual and semi-annual Health & Safety reviews; maintain first aid kits and ensure adherence to OSHA requirements.
- At all times maintain confidentiality to the Illinois Mental Health Code and Confidentiality Act.
- Maintain a professional image and role as a representative of Envision Unlimited at all times.

Qualifications:
Bachelor's degree in Human Services or other relevant degree according to the department of human Services.

- Three years of direct work in an Intellectual/Developmental Disabilities CILA home.
- Must have DSP training. Pass the TABE test and maintain authorization to pass medications.
- Valid driver’s license.
Other Responsibilities:
Must complete 12 hours of continuing education units (CEU) annually.
Participate in a variety of committee and staff meeting groups.
Participate in quarterly quality assurance reviews.
Attend and assist at agency and member events.
Perform other duties, as assigned.
