Accounting Tech 2 - Accounts Receivable

Who we are

The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The VHA is seeking an Accounting Tech 2 - Accounts Receivable to perform a variety of technical accounting duties in support of general accounting programs including accounts receivable and other accounting functions. Incumbents may be asked to perform various job functions that may cross over into different specialties depending on the department need.

What you'll do

  • Performs a variety of duties in support of resident accounts. Researches discrepancies and reconciles resident accounts; generates reports and coordinates rent delinquency accounts as required with other VHA staff.
  • Bills affiliated nonprofit organizations for expenses incurred by VHA including, payroll, benefits, and other.
  • Manages portable voucher accounts receivable activities.
  • Reviews and prepares documents, generates invoices, reviews, records, and reconciles invoices and payments.
  • Prepares a variety of journal entries related to assigned areas of responsibility and assists in the maintenance of accounting and bookkeeping systems and procedures.
  • Reconciles daily bank deposits. Verifies information for accuracy, records deposits, and monitors monthly subsidies.
  • Reviews accounting documents and payments to ensure accuracy of information, calculations, and authorization. Investigates and correct errors and submits reconciliations to higher level staff for reviews.
  • Prepare periodic grant or other funding requisitions from local, state, and federal agencies.
  • Assists with grant application and reporting requirements.
  • Prepares and maintains tenant reports including Rent Roll, Vacancy Loss Journal, and Occupancy Report.
  • Establishes and maintains various accounts receivable reports and schedules.
  • Performs accounting tasks using technology including Excel worksheets, VHA's accounting system, paperless technology and web-based internal and external systems.
  • Prepares, analyzes and distributes a variety of complex financial spreadsheets, reports and other documents related to areas of responsibility.
  • Prepares routine and complex journal entries. Reconciles balance sheet accounts. Reports changes, discrepancies, and other pertinent information to appropriate accounting staff.
  • Maintains current knowledge of best practices and developing industry trends and innovations. Advises accounting and other staff regarding regulations, processes and procedures associated with the position area of responsibility.
  • Consistently complies with position and department safety and attendance standards.
  • Establishes and maintains positive, productive relationships with employees, residents, public officials, vendors, and other work related contacts.

What we offer

  • Starting pay rate is $3,509.00 - $3,860.00 per month based on experience.
  • Full-time, non-exempt, union-represented position working 40 hours per week, Monday - Friday.

  • Benefits package also includes 10.25% paid into WA PERS by employer, 12 company paid holidays, and generous paid time off and separate sick time accrual.

What you'll bring

  • AA degree in accounting or related subject plus additional two years of education or experience in accounting or related field required. Candidates who are actively pursuing a relevant degree and are within six months of graduation would be considered to have met this requirement.
  • Governmental, property management, affordable housing, or non-profit industry accounting experience preferred.
