Accountable to: Director of Community Health, Assistant Director of Community Health, Health Supervisors, Enlace leadership team, Evaluation and Data team

Communicates with: Community health team members, community health partners and funders

**This position currently operates as a hybrid remote/in-person position. This position is not fully remote. 

We are hiring a Community Health Evaluation and Data Specialist to join our Evaluation team.

Essential Duties and Responsibilities

The Community Health Evaluation and Data Specialist supports health team members in building structures, best practices, and hands-on training with staff to support overall data input, management, and reporting. The Specialist extracts data and conducts data analysis for grant reports, also creating data visuals and presentations to engage staff in data reflections. They also develop data collection tools (surveys, interviews, focus groups, etc.) with staff and lead staff in evaluation processes. In addition, the Specialist provides training for data tracking and management, and creates data monitoring tools. They also manage the Enlace internal database in collaboration with the Evaluation and Data team, building reports, new data tracking tools, training staff, setting permissions, and managing technical assistance.

  •  Works closely with community health team members to organize and input data from health services and programs.
  •  Works hand in hand with community health team members and community stakeholders to co-create evaluation processes and build capacity and organizational support; supports teams in developing evaluation questions to capture complex initiatives and evaluate social impacts.
  •  In collaboration with the Evaluation and Data Director, drives evaluation processes including the methodology and logical frameworks for developing goals, indicators, and outcomes.
  •  Supports with data and compliance tracking for grant reports and team goals.
  •  Supports with administration, technical assistance, monitoring and maintenance of the database which includes, but is not limited to: database training, developing database workflows/manual, cleaning for duplications, identifying missing data, maintaining historical data, data migration, developing data dashboards/reports, adjusting user access and data privacy settings, etc. for the community health team.
  •  Develops data policies and procedures for clarity in data collection, data input, and data monitoring.
  •  Develops reports, tracking tools, and dashboards for data management.
  •  Cleans and analyzes data; develops charts, graphs, and other data visuals to present to the team/partners; calculates community health statistics and changes over time (t-test, bivariate analysis, regression, correlations, etc.) to help determine impact; examines data validity, significance, bias, and patterns based on statistical significance.
  •  Assists the Evaluation and Data Director in refining/developing data collection tools as necessary.
  •  Researches community health population data (census, city, state, national, etc.); assists in data collection for needs assessments; keeps abreast of new trends in data, inventory of external data resources, validity of existing repositories of data, etc. 
  •  Recruits, hires, and manages data intern/contracted staff for larger evaluation projects and data input.
  •  Supports Evaluation and Data team in organization-wide projects towards developing organizational capacity for data collection and evaluation such as: database improvements, logic models, Continuous Quality Improvement (CQI) model development, frameworks, etc. 
  •  Attends partner and staff team meetings to stay current on initiatives and activities in the community.
  •  Represent Enlace at community/local tables and meetings focused on community health initiatives.
  •  Performs other duties as assigned. 




  •  Bilingual English/Spanish (Speaking and Writing) required.  
  •  A Bachelor’s degree required with  five  years of experience working with data systems and managing data, working with community-based initiatives, with progressive experience in database training, creating data collection tools, and developing data visuals and presentations; OR Master’s degree with 3 or more years of experience leading data and evaluation efforts with community-based initiatives, developing data visuals/presentations, managing data systems, and developing data collection tools.
  •  Experience and/or knowledge of community-based health work; familiarity with community health models and research preferred.
  •  Experience gathering data and facilitating group analysis/discussion communicating research findings to a wide range of audiences.
  •  Experience with statistical analysis preferred.
  •  Experience implementing evaluation processes, including identifying data to be collected, and designing systems and tools to collect data (quantitative and qualitative) preferred.
  •  Commitment to collaboration, problem solving, teamwork and continuous quality improvement.
  •  Excellent communication and organizational skills, including strong writing, research and presentation skills and the ability to coordinate several different projects at one time.
  •  Demonstrated experience in providing training to program staff preferred.
  •  Ability to relate to a diverse group of people.
  •  Commitment to social justice and racial equity.
  •  Experience with and commitment to working with urban Latinx and immigrant communities.
  •  Advanced in Microsoft Office Suite, Google suite; intermediate experience with grant reporting/data systems (eg. Cityspan, ETO, Salesforce, Powerbase) and Excel (multi-level data sorting, formulas, filtering, etc.); experience with SPSS or SAS desirable.
  •  Ability to work independently with minimal guidance or oversight.
