The National Digital Inclusion Alliance (NDIA) is seeking an enthusiastic and qualified Program Manager to help lead NDIA’s work supporting local organizations and affiliates, including digital inclusion coalitions, local and regional governments, and community-based organizations. A strong candidate will possess the right combination of practical expertise, creativity, a collaborative spirit, and self-motivation; and will have a passion for the unique role that local organizations and collaborations play in advancing digital inclusion efforts, with a particular focus on promoting racial and social equity.

In-depth familiarity with digital inclusion strategies and programs, and a solid understanding of the dynamics and roles played by key entities in digital equity work in communities (e.g., local governments, libraries, ISPs, nonprofit service providers) are a must. An ability to gather information, identify promising approaches and best practices across communities, and translate them into tools and guidance for practitioners is critical for this role. Hands-on experience building and sustaining local collaborations and partnerships is also ideal.

Strong candidates who meet some but not all of the skill or experience qualifications for the Program Manager position are encouraged to apply and may be considered for a Program Associate position.

Duties and Responsibilities:

  • Serve as project lead for NDIA projects - including developing and managing project scopes and schedules, ensuring deadlines and deliverable commitments are met, managing project work and delegating tasks to team members as needed.
  • Create tools and resources to support digital inclusion practitioners, including guidance documents, toolkits, and training materials.
  • With the Director of Research & Programs and other key NDIA team members, develop and advance NDIA’s strategy to support local governments and coalitions.
  • Serve as a key point of contact and expertise for NDIA’s work with local governments and coalitions, including leading working groups, delivering presentations and training, and responding to affiliate requests for guidance and information.
  • Provide writing, data collection, and other support as needed to team members for NDIA projects, publications, presentations, and proposals.
  • Represent NDIA in meetings, presentations, and conferences both remotely and in-person.
  • Communicate about projects, publications, and other work to the NDIA community through various methods including blog posts, listserv emails, webinars, and developing website content as needed.
  • Assist with staffing of events including the annual Net Inclusion Conference as requested.
  • Assist with other tasks as needed.

Required Qualifications:

  • Proven experience as program manager, including experience planning programs and projects from start to completion, delegating tasks, setting deadlines and milestones.
  • Expertise in convening, stakeholder engagement, and group facilitation
  • Demonstrated process-oriented approach to work, and an ability to bring clarity and direction to ambiguous assignments
  • Good organizational, leadership, and communication skills and a positive approach to working with peers and external partners
  • Expert self starter who can work independently and collaboratively.
  • Excellent written and verbal communication skills
  • Commitment to advancing diversity, equity, and inclusion in all aspects of work

Additional Desired Skills:

  • Public sector work experience with direct responsibility for digital equity work, or experience serving in a leadership role with a digital inclusion coalition
  • Experience with process development, program evaluation, and impact measurement methods (e.g., logic models, theory of change, design thinking)
  • Familiarity gathering and working with qualitative and quantitative digital inclusion data

Compensation and Benefits:

  • Annual Salary:
    Program Manager - $69,000 - $83,000;
    Program Associate - $48,000-$63,000
