General Description:?The HR Specialist will be responsible for the overall administration of the sourcing, recruiting, onboarding and off-boarding processes for the Nebel Street Emergency Men’s Shelter (NSES) at Montgomery County Coalition for the Homeless (MCCH).  

The HR Specialist will support the Senior HR Generalist on performance management, training administration, onboarding, HR administration and HR audits for the agency. 

NSES is the largest emergency shelter in Montgomery County Maryland serving 200 men in Rockville, Maryland. This program has approximately XXX staff and operates 24 hours per day 7 days per week. The HR Specialist will be a dynamic individual able to connect and meet people where they are to provide solid HR support in a fast-paced environment.  



HR for Nebel Street Emergency Shelter (NSES) (75%) 

  • Conduct full life-cycle recruitment and On-Boarding for NSES 
  • Assists with new hire on-boarding?and training for new hires for NSES 
  • Prepare employment verifications, background checks for NSES 
  • Responsible for resume distribution, interview scheduling, and reference checks for recruitment requisition for NSES 
  • Work closely with the Senior Generalist to ensure that data entry of all shelter personnel is input into the Paylocity system and that personnel actions are processed in a timely manner. 
  • Provides employee relations support for the Shelter. This will include serving as the initial point of contact and taking the initial intake of all employee relations incidents and working closely with the Director of HR & Operations, Program Director, and Senior Programs Officer on resolving them. 
  • Work closely with the Program Director and Operations Manager to ensure that video recordings of employee relations incidents are downloaded from the cameras and stored in the appropriate folder. 
  • Facilitates employee engagement activities for NSES 
  • Ensure that shelter staff have up-to-date training in the Paylocity system and work closely with program management to ensure that they have up-to-date trainings in Relias and provide HR related trainings according to the NSES Montgomery County Government contract and MCCH standards.  
  • Other duties as assigned 

HR Administration & Support for the Agency (25%) 

  • Provide general assistance to the HR department in all aspects of human resources 
  • Assists with new hire on-boarding?for the admin office. 
  • Prepare employment Verifications for the shelter 
  • Support the Senior HR generalist on performance management, training administration, and audits. 
  • Ensure that the personnel records are filed in the HR files for each employee action 
  • Assign training to staff in the Paylocity learning module and ensure that staff have taken the required trainings.  

Position Requirements 

  • At least 1-2 years of prior experience in HR or recruitment 
  • Prior experience with employee relations 
  • Ability to be onsite for at least 3 days a week at the Nebel Street office and 1 day at the admin office in Rockville 
  • Proven verbal and written communication skills 
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy 
  • Proficient with MS Office Programs (Outlook, Word, Excel) and ability to learn new technology with ease 
  • Ability to meet time-sensitive deadlines, multi-task, with attention to detail 
  • Associate degree or equivalent preferred. 
  • Ability to handle sensitive and confidential information with sound judgment 
  • Strong written and verbal communication skills
