In this hands on individual contributor role the Safety Manager will develop, coordinate, and implement occupational safety and health and environmental policies and procedures to promote and ensure effective safety operations and environmental control practices are implemented in the organization. Frequent travel to all locations will be required
Duties/ Responsibilities:
- Ensures that clerical staff at each Penn Power facility maintains the Occupational Safety and Health Administration (OSHA) 300 safety Log and other administrative requirements related to safety operations and regulations.
- Collaborates with management to develop, prepare, and implement occupational safety and health policies and procedures.
- Ensures compliance with federal, state, and local safety and environmental laws, regulations, codes, and rules.
- Ensures completion of required OSHA recordkeeping and reporting.
- Coordinates with purchasing department on ensuring fleet records are updated.
- Partners with manager to obtain and maintain Motor Vehicle Records, Driver Qualification Files, Driver Pre-Inspection Reports, and Department of Transportation (DOT) records.
- Provides technical and administrative support to the safety committee at each location (compliance with Pennsylvania’s certified safety committee program)
- Stops operations and activities that could harm employees or equipment.
- Maintains records of safety inspections and inventory of safety and fire equipment and devices.
- Provides guidance and assistance to employees on safety process improvement.
- Identifies opportunities to minimize workplace injuries, accidents, and health problems.
- Conducts employee training on applicable safety standards.
- Reviews safety and environmental training and recommends revisions, improvements, and updates.
- Conducts safety inspections and audits to assess employee compliance with safety OSHA standards and state environmental regulations.
- Reviews accident and incident reports.
- Manages Job Safety Analysis (JSAs), Safety Audits, Workers Comp Admin, Accident Investigations (leaves no stone unturned), and Safety Reporting/Analytics.
- Partners with external vendors to review quarterly and annual safety reports.
- Coordinates with each location to ensure all required inspections and maintenance of equipment (lifts, cranes etc.) are completed as required.
- Plans, coordinates, and administers training programs in occupational safety and health as it relates to loss control and accident prevention.
- Researches federal, state, and local safety and environmental standards and regulations. Advises management in areas of non-compliance.
- May oversee the completion of projects including planning; assigning, monitoring, and reviewing progress and accuracy of work; evaluating results, etc.
- Determines if deficiencies exist; develops, recommends, and implements approved corrective protocols and procedures.
- Performs on-site inspections to audit physical conditions and safe work practices.
- Establishes and/or maintains safety records, including documentation, facility inspection records, accident files and the safety database.
- Participates or conducts employee training programs in accident and fire prevention and protection, building evacuation plans, and other employee safety programs.
- Assists or prepares legally required reports and any regular or special reports for use in hearings, lawsuits, investigations, etc.
- Compiles and submits statistical and required accident reports to management and OSHA.
- Familiarizes employees with established policies, procedures, rules, and regulations.
- Participates or delivers training programs in the proper use of equipment.
- Ensures the consistent application of organizational policies.
- Monitors the effectiveness of systems, policies and procedures and makes appropriate recommendations to ensure daily operations are efficient; implements approved changes.
- Develops or approves recommendations to change systems, policies and procedures; ensures timely and accurate implementation.
- Ensures budgetary compliance.
- Handles unusual or difficult inquiries/situations through direct personal action or refers to the appropriate individual.
- Determines if deficiencies exist; develops, recommends, and implements approved corrective protocols and procedures.
- Serves as a resource to others in the resolution of complex problems and issues.
- Performs other related duties as assigned.
- Required Skills/Abilities:
- Extensive knowledge of current company safety policies and applicable OSHA standards and state (PA, NY and NJ) environmental regulations.
- Excellent written and verbal communication skills.
- Ability to conduct training.
- Excellent organizational skills and attention to detail.
- Strong supervisory and leadership skills.
- Proficient with Microsoft Office Suite or related software.
- Education and Experience:
- Bachelor’s degree in Health and Safety, Safety Engineering, Environmental Health, or related field required.
- At least five years of occupational health and safety experience in an industrial environment required.
- BCSP/CSP Certification as a safety professional highly preferred.
- Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 25 pounds at times.
- Ability to travel to branches as required to conduct safety inspections and trainings. Up to 50% overnight travel at times.
