Texans Credit Union is seeking an individual for our Compliance Manager role. This position manages the Credit Union compliance program to ensure compliance with regulatory and legal requirements. Responsibilities will include, but are not limited to, analyzing new and pending laws that could directly affect the Credit Union's current practices, communicating regulatory developments and changes to the applicable departments, assisting in updating policies and procedures as needed and monitoring operational compliance. This role is responsible for assisting management by providing relevant input and feedback to all areas regarding compliance issues. The Compliance Manager serves as the secondary backup to the BSA Officer. This individual will directly manage Compliance/BSA staff. This role provides hybrid remote options but will require that a portion of the work be completed at our Headquarters in Richardson, TX.
Major Duties and Essential Functions
- Directly manages all aspects of the Credit Union compliance program
- Monitors for new laws/regulations and changes to existing laws/regulations and disseminates pertinent information, including impact assessment, to management
- Serves as central point of contact and coordination for all new regulations and changes to existing regulations
- Participates in projects to develop and implement new products, services or processes in order to provide relevant input to ensuring regulatory compliance
- Provides compliance guidance and support in the development of policies and procedures to address regulatory requirements and follows up with appropriate areas to ensure required changes are implemented within required timeframe
- Develops and maintains up-to-date knowledge of operational policies, procedures, and systems in key business areas to help management ensure ongoing regulatory compliance
- Oversees, coordinates, and performs compliance reviews and collaborates with business partners to resolve any compliance issues noted during reviews, audits, or regulatory exams
- Develops and/or reviews forms and disclosures for compliance with applicable laws and regulations, and the institution’s stated policies and procedures
- Reviews and approves marketing materials/advertisements to ensure compliance. Periodically reviews, or oversees review of website content and disclosures/forms for ongoing compliance
- Establishes and maintains working relationships with organizational leaders, regulators and auditors
- Manages Compliance/BSA vendor relationships
- Collaborates with Training Department and management to review and update compliance training requirements and materials as needed and develops and presents training as needed
- Assists in facilitating compliance-related risk assessments to include identification of risks and assessment of risks, compilation of organizational risks (inventory), development of risk responses, and reporting activities
- Maintains compliance-related documentation (agreements, disclosures and change in terms) as required by regulation and Texans Record Retention Policy
- Provides leadership for Compliance/BSA team to include supervising, coaching, guiding, and training staff as well as providing feedback and presenting performance appraisals
- Collaborates with senior leadership to develop direction for Compliance/BSA team and provide oversight to ensure team success
- Provides support, assistance, and may serve as back up to BSA compliance program
- Maintains sufficient levels of training for self and staff and provides staff training as needed
- Develops and controls departmental annual operating budget

Specific knowledge, skills, and abilities required for this position:
- Specific knowledge of State and Federal regulations affecting deposit and lending functions, as well as credit unions and other financial institutions, and understanding of the translation of those laws and regulations into operational processes
- Specific knowledge of Credit Union operations, policies, procedures, services and products
- Specific knowledge of BSA/AML and OFAC regulations and related operational functions
- Ability to analyze, comprehend and interpret policies, procedures, laws, regulations and regulatory guidelines and clearly disseminate requirements to others
- Ability to think critically, exercise judgment and sound discretion, and understand when formal legal interpretive advice is needed
- Strong communication skills to interact with all levels of employees and across departments, both orally and in writing, and establish and maintain effective working relationships
- Ability to influence peers, colleagues, and managers across lines of business or organizational lines to take on complex, technical or sensitive topics with company-wide impact
- Strong time management skills to prioritize work, handle multiple tasks, and select appropriate courses of action
- Proficiency in MS Office products and Adobe Pro
- Knowledge of ERM governance processes, including an understanding of relevant risk areas
- Strong leadership skills to effectively coach, supervise and train staff
Education and Experience:
- Equivalent combination of education and experience will be considered.
- Bachelor’s degree in a related field
- Four to six years of related experience in a financial institution
- Prior management and team leadership experience required
- Compliance certification preferred (required within 12 months of employment)
