Nickol Global Solutions (NGS), as a subcontractor to Deloitte on the USAID/Ukraine State-Owned Enterprise Reform Activity (SOERA), is seeking a qualified candidate to serve as a Public Relations Manager – Privatization and Leasing for the State Property Fund of Ukraine (SPFU). SOERA is working with SPFU to build transparent and clear communications regarding its state asset corporate management reform process, particularly regarding the privatization and leasing of state and municipal enterprises and assets; business relocation to safe regions; and Government efforts to restore Ukraine’s economy (hereafter “state-owned enterprise reform” or “reform”). To achieve this goal, public communications must be targeted, effective, and responsive. The position is full-time and is based in Ukraine.


The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected State-Owned Enterprises (SOEs), and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

  • SOE Mapping, Information, and Strategy.
  • Reform Coordinating Mechanism (RCM) and Strategic Communications.
  • Reviewing and Improving SOE Policies, Legislation, and Regulations.
  • Facilitating SOE Privatization.
  • Improving Corporate Governance and Management of SOEs.
  • Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs

An important part of the SPFU’s communications work is to proactively engage with news media, state-owned enterprises reform stakeholders, other government entities and the general public. To this end, it must be able to organize multiple events (press conferences, forums, briefings, etc.), that require a detailed level of organization and the appropriate dissemination of information. There are also media interviews and meetings with stakeholders and institutions that require proper materials and communications advice and support to ensure the SPFU’s position and key narratives regarding the reform are conveyed in a clear and effective manner.


The recruitment of a Public Relations Manager will assist the SPFU press office and help the institution more effectively communicate the benefits of state-owned enterprise reform measures instituted by the Government of Ukraine (GOU). To meet these needs, the SPFU requires the expertise of a highly experienced professional full-time (176 hours per month) Public Relations Manager.


Duties:

  • The Public Relations Manager will perform the following tasks:
  • Manage and oversee public communications efforts with the press team within the SPFU to effectively deliver messaging. 
  • Develop communication solutions to explain the benefits of SPFU actions and decisions and positive impact on economic development.
  • Use various communications channels to coordinate an increase the level of public and business support related to ongoing reform initiatives.
  • Oversee development and place positive content about state-owned enterprise reforms regularly in the media and social media space.
  • Work with the media, formation of the media pool; organize press conferences and events for journalists.
  • Develop comments and organize interviews with major local media (print, internet, TV, radio).
  • Adapt content related to corporate management of state assets, considering the needs of the SPFU’s target audience for external delivery.
  • Develop mechanisms to promote the SPFU’s messaging (speeches, website, press releases. blogs, etc.) to strengthen support for state-owned enterprises reforms.
  • Cultivate/access a pool of media and opinion leaders supportive of state-owned enterprise reform to counter any negative messaging.
  • Launch communication activities that will enhance the SPFU’s role as the main driver of the reform implementation.
  • Organize events (meetings, briefings, round tables, etc.) related to state-owned enterprises (SOE) reform.
  • Monitor and analyze media coverage on state owned enterprise reform in coordination with media monitoring services. 
  • Analyze public opinion and communications from stakeholders, about reform measures and recommend appropriate communication activities to advance GOU policy objectives on state-owned enterprise reforms.
  • Measure the SPFU’s communications strategy effectiveness in promoting state-owned enterprises reform and make recommendations to meet communication objectives.
  • Develop narratives to support the SPFU’s daily communication on state-owned enterprises reform.
  • Ensure a coordinated approach in outreach activities by working internally and externally to ensure stakeholders receive harmonized messaging about reform.
  • Review and assess the impact of the SPFU’s ongoing efforts as perceived by the public, businesses, state authorities, and CSOs.
Requirements

  

  • Higher education degree in public relations, media relations, journalism, strategic communications, government affairs, marketing or other applicable fields. 
  • Five plus years of media relations and/or public relations experience in government or business.
  • Fluency in business Ukrainian.
  • Excellent written and oral communications skills.
  • Computer literacy: MS Office, social media fluency, graphic design familiarity
  • Proven ability to establish communication protocols, prepare and present information, formulate messages, and work closely with media.
  • Fluency in English preferred.
  • Kyiv-based.
  • On-site at SPFU office.
