Nickol Global Solutions (NGS), as a subcontractor to Deloitte on the USAID/Ukraine State-Owned Enterprise Reform Activity (SOERA), is seeking a qualified candidate to serve as Head of Digital Media for the Government of Ukraine (GOU) Ministry of Economy (MOE). The position is full-time and is based in Ukraine.
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected State-Owned Enterprises (SOEs), and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
- Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs
Duties:
An important part of SOERA’s communications work with the Ministry of Economy is supporting a variety of visual content for its internet platforms, as well as public and non-public presentations and social media posts. The content must be clear, concise, and understandable to target audiences. Accessible, aesthetic visuals should accompany and enhance text communication, help convey information correctly and, when relevant, help avoid potential reputational risks and/or crisis situations. Visual content should be able to grab attention and convey the Ministry’s position and key narratives regarding reform.
The Ministry of Economy requires the services of a full-time Head of Digital Media with relevant skills and experience.
The Head of Digital Media will have the overall responsibility for:
- Developing and implement a strategy on the digital presence for the Ministerial website and social media networks;
- Supervising the work of the digital content team from the Ministerial press service;
- Coordinating with the Head of the Ministerial press service to prioritize content and messaging;
- Working closely with the Ministerial press service team to organize and quality control content and visual presentation;
- Formulating short-term web and social media priorities and place them into the media plan in accordance with the Ministry's external communications and outreach;
- Overseeing quality control of digital messaging and content for ministerial website and social media;
- Working to achieve KPI online usage/engagement (e.g. views, likes, followers, etc.) indicators determined by the Head of the press service.
- Bachelor’s Degree in digital media, ICT, computer science, communications, or other applicable fields of study.
- At least three (3) years of professional experience in digital marketing and content creation.
- Experience managing graphic designers, writers, and social media creation.
- Excellent understanding of how to communicate effectively on Facebook, Twitter, LinkedIn, and Instagram.
- Website development and content creation experience.
- Knowledge of graphic and video editing software.
- Fluency in business Ukrainian.
- Proficiency in English.
- Applicants must be Ukrainian nationals and based in Kyiv, Ukraine.
