Director, Rental Assistance Programs

The Housing Authority of Bergen County (HABC) is seeking a seasoned leader to head its Rental Assistance Programs Department. The Department is presently responsible for over 4000 subsidized tenant based rental assistance units throughout Bergen County, with approximately 1,500 participating landlords. The position of Director of Rental Assistance Housing Programs is based at our headquarters in Hackensack (currently remote). Applicants must have demonstrated leadership, managerial, supervisory, administrative, and problem-solving abilities.


This is a full-time, exempt position with excellent benefits package and participation in the N. J. Public Employees' Retirement System (PERS).



PRINCIPAL DUTIES AND RESPONSIBILITIES

1. Oversee daily operations of the Department, including but not limited to staffing, assignments, caseloads, reporting, and compliance.

2. Responsible for development, update and compliance of all rental assistance programs policies and procedures including the Section 8 Housing Choice Voucher Administrative Plan.

3. Responsible for administration of agency waiting lists for all tenant based rental assistance programs, including Section 8 Housing Choice Voucher program.

4. Responsible for implementation and compliance of the Continuum of Care Coordinated Entry prioritization list as relates to the policies and procedures of the Rental Housing programs.

5. Administer policies and procedures for all tenant based rental assistance housing programs.

6. Ensure continued “High Performer” status with the U.S. Department of Housing and Urban Development (HUD).

7. Coordinate and develop the Authority’s Annual and Five Year Public Housing Authority (PHA) Plan.

8. Responsible for compliance with all HUD regulations and requirements for tenant based rental assistance programs administered by the HABC.

9. Responsible for Departmental performance assessments on both program and personnel level.

10. Responsible for data collection to assess overall program performance, identify poor performing areas of operation, assess Assisted Housing Specialist performance, and development of Program or Performance Improvement Plans.

11. Responsible for assignment and review of both program performance monitoring and Departmental performance necessary to accomplish agency goals.

12. Provides leadership to diversified staff while promoting collaborative teamwork.

13. Management of up to 20 employees responsible for the eligibility, marketing, leasing and portability of federally assisted housing programs.

14. Performs other Authority activities, as requested.

15. Business conditions or Authority needs may require from time to time, at employers discretion, changes in job duties, additional responsibilities or change of location.

16. Responsible for development and implementation of performance recognition for Department operations.


Requirements

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1. Bachelors Degree or equivalent work experience.

2. Minimum 5 years of experience managing/administering federally funded housing programs.

3. Housing Choice Voucher, Assisted Housing Manager (AHM), Public Housing Manager (PHM) certification and/or equivalent Management Certification may be required as condition for continued employment.

4. Leadership abilities within a diversified environment.

5. Proven ability to delegate and manage several operational areas inclusively and simultaneously.

6. Demonstrated ability to establish and maintain effective working relationships with departmental officials, subordinates, employees and their representatives, professional groups and the general public.

7. Ability to effectively supervise, delegate and monitor subordinates.

8. Ability to make appropriate decisions and to react logically and responsibly.

9. Ability to work extended hours within a sometimes stressful and demanding environment.

10. Ability to work and collaborate within an Executive Team dedicated improving to overall Authority performance being a community solution for housing issues facing the County at large.

11. Innovative with good administrative and organizational skills.

12. Ability to travel, when necessary, on HABC business.

13. Ability to read, write, understand and communicate the English language to landlords, clients, various agencies and other staff. Multilingual a plus.


WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

1. Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and performing repetitive motions.

2. Must be able to perform light work exerting up to 10 pounds of force occasionally.

3.
