Introduction:

This position is responsible for the development and administration of the tribal fire management and protection program including wildfire hazard mitigation, prescribed fire, and initial attack.

Duties:

Develops and implements a comprehensive Tribal fire management program, including wildfire hazard mitigation on Tribal lands, cultural and prescribed fire, and initial and extended attack capabilities. Responsible for fire program planning, budget formulation, execution, monitoring, and evaluation. Plans, writes, secures and manages grants to accomplish program goals. Participates in wildland fire activities locally and nationally. Supervises permanent and seasonal fire program personnel, providing guidance, training, technical support and quality control as necessary.

Maintains fire qualifications records for all employees, including entering qualifications and experience in Incident Qualifications and Certification System (IQCS). Regularly coordinates with other western Oregon tribes and with state and federal wildland fire agencies. Creates crew manifests for Eugene Interagency Communication Center for wildland fire dispatches and maintains records.

Administers contracts for hazard mitigation and prescribed fire work. Performs other related duties as assigned by the Natural Resources Director.


Requirements

Bachelor’s Degree in Fire Science, Forestry, Natural Resources or a related field and a minimum of four years of wildland firefighting experience, including at least one year in a supervisory capacity – OR – an equivalent combination of education and/or experience. Must be able to pass the Department of Interior Medical Standards process and maintain qualifications throughout employment. Must be able to pass the National Wildfire Coordinating Group (NWCG) arduous fitness test annually. Must possess a valid Oregon State driver’s license, insurance and be eligible to drive a GSA vehicle. Knowledge of: National incident command system Wildfire mitigation techniques Prescribed fire requirements and techniques Wildland fire fighting requirements and techniques Computer word processing, spreadsheet, database, and GIS software. Experience in: Wildland firefighting at a minimum Firefighter Type 1 (FFT1) level (higher qualifications preferred). Development and management of program budgets. Development and management of annual grant applications and all forms of grant management – budgetary, personnel management, data analysis, and reporting. Ability to: Progressively obtain higher level NWCG wildland firefighting qualifications, including Incident Commander Type 5 (ICT5), Single Resource Engine Boss (ENGB) and/or Crew Boss (CRWB).

Safely operate chainsaws and other vegetation management tools. Work flexible timeframes, including long and/or odd hours, evenings, weekends and holidays as necessary. Work away from home in remote locations for extended periods of time for up to 3 weeks. Other: Must be a well-organized self-starter, with the ability to communicate effectively (in writing and orally) and to work well with others.
