Position Summary

This position serves as a representative of the Public Workforce System by promoting its programs and services across all funding streams throughout Philadelphia County and as a business intelligence specialist. The Business Engagement Representative works across all departments, workforce programs/providers, and external economic development partners to connect employers with training and workforce solutions. This position will focus on the industries of transportation and logistics, infrastructure, and energy.


Essential Functions

1. Develop effective linkages with employers in the region, specifically in the areas of transportation and logistics, infrastructure, and energy to promote employer utilization of the local workforce system, including PA CareerLink®, the youth workforce system, and other workforce programming and to support the local workforce investment activities

2. Conduct needs and preference assessments with businesses to better align workforce system services and job seeker preparation with current and emerging demands.

3. Establish and cultivate new economic development partnerships that lead to projects yielding multiple on-the-job placement opportunities for all job seekers. 

4. Using analytics, ensure that workforce investment activities provide evidence that activities meet the needs of employers and economic growth is supported in the region.

5. Maintain thorough documentation of all employer contacts; maintain and update all employer databases and remain abreast of local and regional labor market trends and research.

6. Use the employer databases and internal business intelligence to target efforts to best benefit job seekers in the system while proactively supporting system-wide performance metrics.

7. Identify, convene, and support targeted sectors to map talent pipelines and identify strategies to tie their talent needs to career pathways and the workforce system.

8. Support industry and sector partnerships, specifically the Transportation, Distribution, and Logistics Industry partnership and the WINC stakeholders group that provides a skilled workforce needed by employers in the region.

9. Develop new and expand existing relationships with appropriate trade associations by making connections and building interactive partnerships with local community organizations such as the City of Philadelphia Commerce Department, local education institutions, Industry Partnerships, and other Philadelphia City agencies.

10. Attend trade shows and employer expos to foster relationships and promote the public workforce system.

11. Assess the satisfaction of businesses with the workforce system and its services and make recommendations for continuous improvement.

12. Promote employer-based training opportunities and refer the interested employer to the appropriate provider team.

13. Gather and maintain accurate records for weekly, monthly, and quarterly funding reports. 

14. Maintain specific competencies and serve as the expert in an assigned targeted industry cluster, tailoring service delivery systems to each employer’s needs.

15. Respond in a timely manner to all employer requests, thus securing a high degree of customer service excellence.

16. Perform other job-related duties as assigned.

Requirements

Education/Professional Experience

Bachelor’s degree from an accredited college or university in Marketing, Business, or other related field with 3 years’ experience in sales. Or any combination of education and experience determined to be acceptable.

•Familiarity with the public Workforce Development System, which includes organizations and activities that prepare individuals for employment, assist workers in advancing their careers, and ensure a skilled workforce

•Strong skills in the following areas: partnership development, customer relations, account management, and account development

•Subject matter expertise in the industries of transportation and logistics, infrastructure, or energy and an eagerness to learn about these industries

•Ability to make firm appointments, articulate the mission, and provide a high degree of customer satisfaction

•Strong written, verbal, interpersonal, presentation, and relationship-building skills

•Ability to work independently and as a team member

•Manage and deliver contract submissions accurately in a timely manner

•Strong organizational, analytical, and prioritizing skills

•Strong networker

•Ability to multi-task and possess flexibility to meet departmental needs.

•Ability to monitor funding source compliance

•Proficient in the use of personal computers and Microsoft Office products

•Ability to effectively relate to people of diverse educational and cultural backgrounds, government agencies, public officials, and all levels of management and staff

•Must have the ability to travel throughout the city and surrounding area
