SALARY RANGE: $53,730-$76,440 (commensurate with experience)

Position Summary:

In 2023, Chicago received a $60 million award over 3 years to support activities aimed at reducing the number of people experiencing unsheltered homelessness in Chicago. All Chicago, together with the City of Chicago Department of Family and Support Services, will lead this initiative in partnership with numerous homeless service agencies.

  

All Chicago is seeking one Program Lead to be responsible for overseeing implementation of this new funding to create a coordinated homeless response system that significantly reduces the number of people experiencing unsheltered homelessness in Chicago. All Chicago anticipates that the Program Lead will focus on activities related to outreach and engagement and other essential duties to the UHI and unsheltered populations. A specific attention to street outreach programs is essential to this position. A memorandum of understanding will be the guide for coordination activities between all partners involved in the initiative. 

  

At All Chicago, Program Leads work with their supervisor to provide operational oversight of programs and lead special projects. Program Leads establish and build partnerships with key stakeholders, engage stakeholders in collaborative planning, formalize frameworks for carrying out the area of work, develop marketing and education materials, identify performance metrics to evaluate the initiative, and oversee implementation. 

  

Specific Responsibilities: 

Initiative Management 

  • Provide operational oversight for various systems coordination activities, including establishing and/or reviewing processes, workflows, program goals, and the establishment of work plan that will set goals, timelines, expectations, and incorporate continuous quality improvement processes.
  • Facilitate meetings of stakeholders and subcontracted partners, develop relevant meeting materials, set agendas, and provide minutes/key takeaways in a timely manner.
  • Develop internal processes to ensure that information is shared internally within the program team so that barriers can be troubleshooted and refined over the project lifespan.
  • Assist with monitoring data quality and performance of initiative partners by providing on-going reports and addressing issues in a timely manner.
  • Conduct program orientations and trainings for partner agency staff.
  • In collaboration with All Chicago HMIS staff, ensure partner organizations are trained on contributing data to, and pulling reports from, the HMIS database.
  • Ensure programmatic compliance by evaluating progress toward outcomes and conducting site visits and maintaining relationships with partner agencies and other stakeholders. 
  • Convene and facilitate on-going partner meetings.
  • Collaborate with program managers across the organization and community to carry out successful programming for the homeless response system.
  • Act as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission, Emergency Fund programming and Chicago Continuum of Care system priorities.
  • Respond to and address the concerns of various stakeholders in a professional and timely manner, including service providers, staff, government officials, People with Lived Experience of homelessness, and      other community members.
  • Actively participate in relevant internal and external meetings, as needed and assigned.
  • Staff and/or participate in assigned CoC and/or national committees.
  • Assist in developing and leading technical assistance and trainings for various providers and stakeholders, as needed.

Administration and Other Activities 

  • Create an annual professional development plan and actively works to meet identified benchmarks throughout the year. 
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support.
  • Actively participates in department, committee, and staff meetings.
  • Assists with All Chicago events and other activities as assigned.
  • Other duties as assigned.
Requirements

 Qualifications:

  • Successful candidates will demonstrate commitment to preventing and  ending homelessness in Chicago and will have the following:
  • Master’s or Bachelor’s degree in public policy, public administration, social work, business administration or related discipline, or equivalent degree or comparable experience
  • A minimum of 4 years of experience in the field of social services, property management or related experience; experience with homeless services and housing programs preferred.
  • Demonstrated project management experience, or experience building programs or initiatives.
  • Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build support for strategies, and manage execution.
  • Excellent professional writing and verbal communications skills; experience in sales or marketing a plus
  • Solid knowledge of the Chicago CoC, Outreach and Engagement programs, and homelessness strongly preferred.
  • Demonstrated work ethic and integrity.
  • Excellent interpersonal skills, professional presence, and ability to interact with a diverse audience.
  • Passion for inclusivity and diversity, and interest in being part of a multicultural team.
  • Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel required.
  • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment.
