LOCATION: Chicago, Illinois, (currently hybrid remote/in-office schedule)

SALARY RANGE: Senior Program Manager: $60,170-$91,070 (commensurate with experience)

Position Summary:

The Senior Program Manager (SPM), RRH Programs is a key member of the Community Partnership team. All of All Chicago’s work is done in close collaboration with partner agencies, and these relationships are contractually governed through grants, subgrants or contracts. The SPM is primarily responsible for managing these partnership relationships and the related grants, subcontracts, or contracts, and supervising the supporting team. In addition, the Rapid Rehousing programs are implemented in partnership with participating Chicago landlords. The SPM, along with the SPM, Chicago Rents, is responsible for maintaining these relationships through ensuring partner agencies follow prescribed processes and landlords remain in compliance with HUD standards. Thus, the SPM must have excellent relationship, management, and organization skills along with knowledge of budgets, compliance, and monitoring. Additionally, the SPM will be responsible for working on other special projects related to All Chicago’s role as the Collaborative Applicant and lead on the CoC Implementation Structure.

Position Responsibilities: 

Program Oversight Responsibilities

  • Use an Active Contract Management approach for managing the program, including leading the evaluation, data analysis, continuous improvement, and reporting activities, including to donors and other stakeholders, for employment and income programs.
  • Ensure connections between the rapid rehousing programs with other All Chicago and CoC programs. 
  • Assist the Program Managers and Director with managing relationships with subcontracted and CoC partners.
  • Maintain records and ensure processes are in place to accurately report to funders on a regular basis.
  • Work with the Compliance and Monitoring team to manage processes for CoC Program Compliance and performance, which includes overseeing the process for evaluating projects, conducting file reviews, coordinating with the finance department on financial monitoring, reviewing project-level data and identifying capacity building opportunities.
  • Serve as a liaison between All Chicago programs and our funders, which include the Chicago Department of Family and Support Services, and private funders. 
  • Collaborate with the Chicago Rents team on establishing processes for building and maintaining relationships with partner landlords and property managers while ensuring they remain in compliance with HUD standards.
  • Collaborate with the Homeless Management Information System (HMIS) team to address both internal and provider level data needs, providing subject matter expertise to guide how data should be pulled and interpreted as needed. 
  • Maintain records and ensure processes are in place to accurately report to funders on a regular basis.

Administration and other Activities

  • Lead, mentor, and supervise assigned staff, interns and/or AmeriCorps VISTA members. Provide appropriate supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires, twelve-month performance evaluation for all direct reports and ensure completion of annual professional development plans, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR policies and procedures) and the related hiring and training for positions. 
  • Create annual professional development plan and actively work to meet identified benchmarks throughout the year.
  • Develop and manage a high performing team, ensuring succession plans are in place. 
  • Work closely with Director to oversee the development and implement of the team’s strategic plan objectives and ensure they are in alignment with the organization and direct reports’ workplan.
  • Provide appropriate supervision to staff, ensuring the completion of annual professional development plans, performance reviews, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR Policies and procedures) and the related hiring and training for these positions.
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Assists with All Chicago events and other activities as assigned.

Requirements

Qualifications:

Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following:

  • Bachelor’s degree in Social Work, Psychology, Social Justice or another related field is required. Master’s degree in one of these fields preferred. An equivalent combination of education and experience will also be considered.
  • Expertise on HUD regulations related to CoC and ESG homeless programs preferred.
  • A minimum of 5 years of experience in the field of social services or related experience.
  • Excellent professional writing and verbal communications skills.
  • Strong work ethic and integrity. 
  • Goal-oriented and results-driven. 
  • Strong interpersonal skills, professional presence, and ability to interact with a diverse audience.
  • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment.
  • Strong project management skills required. 
  • Strong management skills with the ability to motivate, stimulate and inspire teams to maximize      their efforts in productivity and quality.
  • Excellent organizational and leadership skills.

  • Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel required.
