POSITION SUMMARY:

The Compliance Specialist is responsible for performing ongoing duties that support the Bank’s Compliance Risk Management Program and compliance-related processes. This would include, but not be limited to assistance with compliance accountabilities for various compliance-related laws and regulations such as the Home Mortgage Disclosure Act (HMDA), Community Reinvestment Act (CRA), Equal Credit Opportunity Act (ECOA), the Truth in Lending Act (TILA), the Truth in Savings Act (TISA), and Small Business Lending data collection and reporting.


OBJECTIVES OF THIS ROLE:

· Assistance with duties, tasks, and projects related to review and interpretation of policies and procedures; data collection, analysis, and validation; performance of monitoring and testing to evaluate compliance; and development of compliance resources and training materials. 

· Development of knowledge and understanding of compliance-related laws, regulations, and guidance and their impact on bank operations. 

· Assistance with facilitation and coordination of meetings, workgroups, and training opportunities for compliance-related matters.


RESPONSIBILITIES:

· Assist with the Complaint Management Process and provide ongoing support for prompt resolution of matters deemed a complaint, as well as generating routine reports and trend analysis.

· Provide assistance to the CRA program by supporting data collection; conducting research and validation of qualifying activities and services; preparing information reporting; communicating the covered elements; and performing analysis.

· Provide assistance and support for the HMDA data collection and reporting process. This would include data validation; data analysis and information reporting; conducting training on the data requirements; and ensuring loan processes support accurate data collection.

· Assist with review and revision of compliance policies procedures, and resources, and make recommendations where needed to strengthen overall compliance with laws and regulations.

· Provide assistance with development and implementation of compliance monitoring, self-testing processes, and compliance training for business lines and functional areas throughout the Bank.

· Assist with compliance questions and provide support regarding products and services, forms, disclosures, and solutions that facilitate compliance.

· Provide assistance to the Compliance & CRA Manager, Assistant Compliance Manager, and/or the Compliance Quality Control Manager to collect and provide information and documentation for external audits or assessments, as well regulatory exams. 

· Attend and participate in various compliance-related meetings and prepare meeting minutes as needed.

· Comply and satisfactorily pass tests for bank policy and regulatory compliance that apply to position.

· Perform various other duties and assignments as necessary or requested.

Requirements

QUALIFICATIONS:

Education and/or Experience:

· Associates degree or equivalent from a two-year college plus three to four years of banking-related experience and/or compliance-related experience; or a minimum of four (4) years of banking-related experience. Must have general knowledge of banking practices and acceptable lending practices as well as basic knowledge of general banking compliance laws and regulations, especially lending regulations.


Knowledge and Skills:

· Possess strong organizational skills and good communication skills. Ability to analyze processes to define efficiency and effectiveness while minimizing duplicate work and manual processes. 

· From education and training, possess and demonstrate technical abilities to perform required duties, be able to communicate and practically apply knowledge, and maintain expertise by staying current with new developments and procedures. 

· Have the ability to read, analyze, and interpret government regulations, technical procedures, professional journals, and business periodicals. Ability to write reports, procedures manuals, and business correspondence. Ability to effectively develop and effective present information and responds to questions from internal staff.

· Ability to apply mathematical concepts such as probability and statistical inference, as well as concepts such as percentages, ratios, fractions, and proportions to practical situations.

· Ability to practically solve problems and seek solutions for a variety of situations where limited standards may exist. Ability to interpret instructions furnished in a variety of formats such as written, oral, diagram, or schedule form.

· Practical experience and efficiency in the use of Microsoft applications, such as Word and Excel.

· Seek and maintain appropriate and requisite certifications as applicable to this job role. 

· Have a valid Driver’s License.


Compliance: 

· As generally applicable to F&M Bank and commensurate with these job functions, this job role includes accountabilities for following Bank policies and related procedures, as well as regulatory requirements involving federal and state laws, regulations, and related guidance.

· Compliance with Bank Secrecy Act (BSA), including accurate completion of Currency Transaction Reports (CTR) when applicable, Anti-Money Laundering Act (AML), Office of Foreign Asset Control (OFAC) and the USA PATRIOT Act.  Adhere to Customer Identification, Customer Due Diligence and reporting of suspicious activities to the BSA Department.
