Description

Bella Vista is located in the NW corner of the state of Arkansas. Our city boasts nearly 100 miles of bicycle/walking trails that wind through beautiful hills and trees and around seven (7) lakes within the city limits. SUMMARY

Reporting to the Police Department, the Code Enforcement Officer enforces the numerous City ordinances that are not specifically directed for enforcement by another City Department. Enforcement includes identifying code violations, identifying violators, and conducting correspondence up to and including issuing citations that result in code compliance.   

  

ESSENTIAL DUTIES AND RESPONSIILITIES: 

  • Provides good customer service to members of the public and City employees; maintains positive and effective working relationships with other City employees;  has regular reliable attendance that is non-disruptive.
  • Enforces laws and City ordinances relating to safety, health, zoning, signage, storm water run-off, septic and sewage issues, and unsightly property conditions including but not limited to weeds, nuisance structures, vehicle storage and parking, trash, and garbage.
  • Interacts with other City personnel and departments to enforce City ordinances and codes where areas of overlap exist.
  • Inspects dwellings, premises, and vacant lots for compliance with City codes.
  • Investigates code violations identified through patrolling, resident complaints, and referrals from other City personnel.
  • Identifies property owners and / or code violators through research of county records and other records available.
  • Prepares and maintains records on code violations in sufficient detail to support action taken including court testimony, if necessary.
  • Initiates and documents appropriate actions to ensure dwellings, premises, and vacant lots found in violation are repaired, condemned, razed, or cleaned in compliance with City codes and ordinances.
  • Prepares and delivers violation notices to residents in accordance with Departmental procedures to obtain compliance with codes and ordinances.
  • Conducts public outreach efforts in clean-up of illegal dumping sites in coordination with other City personnel and external organizations.
  • Escorts prisoners to headquarters, jail, to and from the court, and court security; ensures that prisoners are properly guarded; supervises community service/trustees “as needed” washing cars and cleaning buildings.
  • When assigned, participates in training activities, court detail, traffic control, animal control, radar trailers, and retrieving city equipment.
  • Ability to work in a constant state of alertness and in a safe manner.
  • Performs other duties as assigned.




Requirements

SKILLS & ABILITIEs

  • Ability to work independently and to make sound judgments and decisions.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Ability to effectively present information, respond to questions, and confer with Departmental user groups.
  • Ability to write routine reports and correspondence.
  • Ability to read and understand maps, technical drawings, codes and specifications.
  • Basic knowledge of Microsoft Excel, Office, Outlook, and database applications maintained by the City or County.
  • Basic knowledge of Geographic Information System (GIS) applications.
  • Basic knowledge of RPS (Relativity Public Safety), RMD (Relativity Mobile Dispatch) computer systems (will train as needed).

EDUCATION and/or EXPERIENCE 

  • Completion of a high school diploma or general equivalency degree (GED).
  • Three (3) years’ experience in a code enforcement, environmental inspection and enforcement, or law enforcement capacity. 
  • Experience dealing with the public on controversial issues is preferred.
  • Valid Driver’s License.

The employee frequently is required to stand, walk, and sit. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds and occasionally lift or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employee frequently engages in keyboard or typing and operating a personal computer and uses a multi-line phone system.

TRAVEL

Travel outside the city will be expected to attend occasional meetings/conferences/training/prisoner transport, and picking up city equipment.
