IGS is currently recruiting for the position of a full-time Health IT Product Manager to support professional, scientific, and technical subject matter expertise services. 


The mission is supporting the building of an engagement and digital data platform, mobilizing rich and constantly evolving data from electronic health records, biospecimens, and questionnaires, to physical evaluations, sensors, and other technologies. The program will support research at the intersection of lifestyle, environment, electronic health records, claims data, personal health information, and genetics to produce new knowledge, leading to the development of innovative prevention strategies and treatments for foundational health challenges.


Services include but are not limited to supporting strategic planning; analysis of existing and emerging health IT solutions, including incorporation of electronic health records along with other personal, biologic, and health data streams to support precision health research; requirements gathering; documentation, implementation, and operation and maintenance support for projects in all stages of their life cycle; and product and project management for the entire program.


Assignment of Work and Travel:

Nearly all work shall be performed at a Federally controlled facility in the Rockville, Maryland, area and remote as needed.


Responsibilities and Duties (Included but not limited to):

  • Support efforts to coordinate cross-functional teams of engineers, UX and visual designers to focus on the product line that fulfills the Program’s goals. 
  • Have strong expertise and skills in health IT and emerging health IT solutions that will be needed to manage the health data analytics of the scale and scope of the Program. 
  • Support services include, but is not limited to, the following: 

o Working closely with user experience (UX) teams to incorporate user research into product decisions; continually staying updated on changes to user habits, preferences, and behaviors and their implications for successful delivery of the platform.

o Using data to make product recommendations, including recommendations on existing and emerging health IT solutions to support the integration of various health data streams. 

o Leading the product management lifecycle from concept to launch to end of life for a specific product, product group, or product line, including the health information technology needed to support the research goals of the Program. 

o Managing, tracking, and reporting product performance through this lifecycle including product strategy, product planning and feature/issue prioritization.

o Ensure new product features and updates are delivered reliably, efficiently, and to full specifications. 

o Providing input to the Program in applying new and improved Health IT systems and technologies that will enable scientists and researchers across a broad spectrum of specialty fields to successfully use electronic health records, coupled to behavioral, lifestyle, genomic, wearable, and other biologic data to significantly advance precision health. 

o Communicating health IT principles, concepts, and methods to the Program to facilitate the adoption of new systems and technologies that support a broad range of research protocols. 

o Supporting the necessary modernization of infrastructure to ensure health data integrity, security, connectivity, and operability across the Program platform.

o Facilitating the development of state-of-the-art health IT systems and structures to ensure rapid, reliable, interoperable, scalable, and secure systems responsive to health research. 

Requirements

Health IT Product Manager IV

  • Master’s degree in computer science, electronics engineering or other engineering or technical discipline, or Bachelors + 2 additional years relevant experience; Associates + 4 additional years relevant experience; or 6 additional years relevant experience.
  • 8 years’ experience satisfying product deliverables for varying persona(s), current and future products support by data-driven market research and project needs; ability to validate concepts, themes, visions, and prototypes; ability to ensure product plans align with program mission; developing road map of planned releases and project initiatives. Offer input that improves the quality and speed of the development process. 

Health IT Product Manager III

  • Bachelor’s degree in computer science, electronics engineering or other engineering or technical discipline, or High School diploma or GED + 3 additional years relevant experience; Associates + 2 additional years relevant experience; or 4 additional years relevant experience
  • 6 years’ experience satisfying product deliverables for varying persona(s), current and future products support by data-driven market research and project needs; ability to validate concepts, themes, visions, and prototypes; ability to ensure product plans align with program mission; developing road map of planned releases and project initiatives. Offer input that improves the quality and speed of the development process. 

Health IT Product Manager I 

  • Bachelor’s degree in computer science, electronics engineering or other engineering or technical discipline, or High School diploma or GED + 3 additional years relevant experience; Associates + 2 additional years relevant experience; or 4 additional years relevant experience.
  • Preferred experience satisfying product deliverables for varying persona(s), current and future products support by data-driven market research and project needs; ability to validate concepts, themes, visions, and prototypes; ability to ensure product plans align with program mission; developing road map of planned releases and project initiatives. Offer input that improves the quality and speed of the development process.

Additional Requirements:

  • Provides product guidance from the idea stage to launch, develops new ideas based on research and/or experience.· Collaborates with a variety of sources and stakeholders, including but not limited to, technology, UX, and business. 
  • Ability to support multiple phases of work on an on-going basis, to include, research, scoping, design, development, analysis, marketing, etc.
  • Excellent oral and written communication skills.
  • Excellent analytical and organizational skills.
  • Ability to obtain and maintain a Public Trust. 
  • Must be eligible to work in the United States without sponsorship due to clearance requirement.

Compensation: There are a host of factors that can influence final salary, including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
