Description

JOB SUMMARY

This position is a 4 month temporary position/8 hours per week. This is a 412 Test Wing project management position capable of performing duties independently to assist in the management of numerous Research Development Test & Evaluation projects for fighter aircraft. These projects are in a variety of Project Management phases ranging from planning and provisioning to analysis, and reporting. 

Provides knowledge and experience in acquisition Project Management and general organizational workflow (philosophy, policies, and procedures) to procurement activities, project/program management tasks, acquisition programs and organizational activities. Support will not include counseling, mentoring, judgmental/discretionary decisions, or other activities related to supervision of Government personnel.

ROLES AND RESPONSIBILITIES

The Contractor shall provide logistical advice and assistance for the development of AFTC test capabilities. The Contractor shall provide the following support:

  • Concept exploration/definition, technology prototype development, technology and market surveys
  • Requirements definition, validation, verification, refinement, and functional analysis and allocation. 
  • Technical and acquisition documentation development and support
  • Development of trade studies
  • Configuration Management (CM)
  • Technical reviews
  • Independent Verification &Validation, other testing and data analysis
  • Risk management
  • Logistics
  • Integration planning and engineering Technical coordination with suppliers, other support contractors, AFTC staff organizations and functionals, and other Government organizations
  • Assist with meetings; capture meeting minutes; develop and maintain action item status lists. 
  • Assist with meeting presentations for program management reviews, technical interchange meeting, distinguished visitors, and test planning working groups.
  • Collaborate with engineering, operations, maintenance, and support personnel to obtain task/milestone updates to the CTF readiness action plan. 
  • Develop and manage project schedules using MS Project or other scheduling software tools. 
  • Assist with other team members to help develop cost and resource estimates for preparing statements of capability. 
  • Develop and track project metrics. 
  • Knowledge and/or academic understanding of DoD and Air Force system, subsystem, and equipment acquisition; and/or program management procedures pertinent to either development, procurement, production, logistics support, and/or techniques for employment for the system being acquired.
  • Perform program management functions to include coordinating tasks associated with engineering, program control, configuration management, test, manufacturing and quality assurance, and integrated logistics support. 
  • Develop, analyze, and report on acquisition strategy methodologies, their progress, and mitigation strategies to attain/sustain desired performance.
  • Schedule, guide, and coordinate participation to establish military, economic, and technical bases for acquisition programs in conceptual phases and throughout the validation, engineering and manufacturing, production, and deployment phases of an acquisition life cycle.
  • Perform tasks daily that require prioritization, research, and analysis whose objectives may or may not be clearly communicated, understood by the requestor or readily available.  
  • Perform tasks that have variables as well as programmatic risks that may require investigation, analysis, creation of what if scenarios and/or consultations with system matter experts (SME) to determine best course of action.
  • Capacity and capability to perform, guide, direct, and oversee tasks that are performed in a multiple customer/multiple project work environment with both independent and team activities that have critical time constraints, often congressional oversight, and real-world security and safety ramifications for both the US and foreign nations.

Requirements

REQUIRED SKILLS/ABILITIES

  • Experience in logistics management for Advanced Fighter aircraft in flight test is highly desired and/or other DoD flight test programs for the development and implementation of project cost, schedule, performance, and risk analysis/assessment and management plans. 
  • A demonstrated ability for analysis and development of project baselines, Statements of Capability, Program Introduction Documents, Flying Program and test schedules, and briefings, reports, and other tasks required for planning, provisioning, and implementation of flight test requirements.

EDUCATION AND EXPERIENCE

  • Level 2 – This skill level requires up to 3 years of experience or a bachelor’s or master’s degree in the applicable discipline. This skill level is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions. 

Qualification Substitutions:

  • Bachelor's Degree - 6 years’ work experience may be substituted for a bachelor’s degree or associate degree plus 4 years’ work experience may be substituted for a bachelor’s degree.
  • Master's Degree - 12 years’ work experience may be substituted for a master’s degree or bachelor’s degree plus 8 years work experience may be substituted for a master’s degree.

SECURITY CLEARANCE REQUIREMENTS

  • Must be able to obtain an active U.S. SECRET clearance and be subject to a government security investigation. 
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver’s license is required.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift to 15 pounds at times. 

TRAVEL REQUIRED

  • Occasional travel - You may be expected to travel for this position for meetings, trainings, and/or site visits.
Salary Description
$62,000.00 - $65,000.00
