Description

The town of Keystone is seeking to hire an individual to coordinate the delivery of traditional Public Works services to the newly incorporated community. Since incorporation, the town has contracted with other public and private sector entities to provide various services to residents and visitors. This includes winter street plowing, summer street maintenance and improvements, open space, trails and building responsibilities. The provision of drinking water and wastewater services have been and will continue to be provided by the Snake River Water District and Summit County Wastewater Treatment Facility. 

For the foreseeable future, the Town desires to continue the contract for services approach. This position will negotiate and manage contracts to provide community services and oversee completion and quality of the services provided.


Requirements
  • Provide oversight and supervision of contracted services and operations.
  • Prepare department budget and planning, including Capital Improvement Planning.
  • Work with the Town Manager to develop short and long-term goals
  • Establish work plans for activities and services related to streets, facilities, and grounds.
  • Supervise and inspect work performed on all public works projects.
  •  Examines work for exactness, neatness, and conformance, to policies, procedures, and contractual provisions.
  • Assist with maintenance of records as well as preparation of all necessary reports such as work plans, work progress reports, maintenance records and other departmental documents.
  • Draft requests for proposals (RFP), Request for Qualifications (RFQ), scope of work, and related documents to recruit and contract for services required by the town.
  • Ability to operate light-weight trucks and equipment of various size and weight would be beneficial. 
  • Ensure that all services provided conform to appropriate safety and security standards.
  • Knowledge and understanding of general mechanical, plumbing and electrical repair and diagnosis is beneficial. 
  • Perform work with relative independence and judgement with initiative required to meet department operating requirements and goals
  • Must possess general knowledge and understanding of maintenance and operations of buildings, parks, and open space.
  • Knowledge of road surface repair and maintenance and ditch and culvert maintenance.
  • General knowledge of public landscape maintenance including irrigation systems.


Equipment: Personal computer, including word processing, spreadsheet, and data base; scan and copy machine, mobile radio, and phone. Familiarity with operation of small equipment and tools to repair and maintain buildings, streets, parks and utility systems.

  • Experience in local government is a plus.
  • Knowledge of and experience with Microsoft Office Suite, including Word, Excel, and Outlook.
  • Experience with and ability to draft scope of work, RFPs, RFQs, for contract services
  • Negotiation skills with public entities and independent contractors 


Required Education and Experience

  • Graduation from high school, trade school or technical school. Additional course work in the Public Works field is desired.
  • Must have at least two years’ experience in a supervisory capacity.
  • Thorough knowledge of the materials, methods, equipment and practices used in the Public Works field.
  • Ability to evaluate various maintenance and repair problems and recommend effective courses of action.
  • General knowledge of various building, construction, mechanical and electrical systems.
  • Valid Colorado Driver’s License 


Salary Description
Salary range of $85,000- $125,000 DOE
