SCOPE OF WORK
The Department of Energy (DOE) Hanford Site requires general support services for the Waste Treatment and Immobilization Plant Project (WTP). WTP requests one (1) full-time equivalent (FTE) general support contractor (1920 labor hours) to provide support in the following areas:
· Facilitate the transition of the Direct Feed High Level Waste (DFHLW) Mission to an operations effort, coordinate and lead a team of senior engineers to develop a Process Control Strategy (PCS) for the integrated DFHLW configured facilities.
· Assist with oversight of contractor performance.
· Assist with oversight of contractor’s system design review program (performance and planning activities), and nuclear safety program for the WTP High Level Waste (HLW) Facility.
· Provide support in the assessments of Engineering, Procurement, and Construction (EPC) progress for the WTP HLW systems in the baseline and DFLAW configurations.
· Assist with oversight of contractors’ efforts to address findings, including monitoring and reporting on any improvements in contractor’s Assurance Program, extent of condition reviews, and issue resolution efforts.
· Provide WTP Performance Assurance support to the Assistant Manager WTP (AMWTP), Deputy AMWTP, and Division Directors, for management assessments, action tracking and record management.
· Provide auditing and training support.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.
QUALIFICATION REQUIREMENTS
Contractor personnel shall possess the following minimum qualifications:
· Education – BS/BA degree in engineering, science, or business management. Six (6) years of experience may be substituted for BS/BA degree.
· Experience – Nine (9) years of directly applicable successful experience as a management consultant or senior manager interfacing and working with organizational executives and senior management, or senior technical or business individuals, within government or industry on significant management, technical, or business issues.
· Excellent written and oral communication skills.
· Demonstrate familiarity and relevant experience or ability to perform oversight of the Waste Treatment and Immobilization Plant (WTP) in accordance with DOE processes, and document results in Integrated Contractor Assurance System (ICAS).
· Demonstrate familiarity and relevant experience or ability to support WTP by providing quality related oversight functions to WTP Federal Project Directors in their efforts to address performance issues and verify completion of facility milestones.
· Compliance with site specific safety and security requirements, including badging and office protocols.
· Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.

LOCATION
Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position is telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.
