Primary purpose:   Manage the collection, analysis, and documentation of software requirements for health data systems. Connect technical teams with product managers, translating complex stakeholder needs into clear development tasks. Facilitate Agile processes through effective planning, backlog management, and alignment of sprint goals with project objectives. Apply knowledge of health informatics, Agile methods, and industry standards to ensure timely delivery of valuable features that meet both technical and business needs.


A successful candidate:

  

  • Elicit, analyze, specify, and validate business needs of stakeholders, with a focus on requirements for electronic health record data acquisition and public health reporting.
  • Facilitate discussions to gather and prioritize requirements with stakeholders, including healthcare providers, key stakeholders, and internal teams.
  • Ensure user stories are well-defined, granular, and ready for development, creating a clear and comprehensive product backlog.
  • Collaborate with architects and developers to create detailed user stories and Epics, incorporating technical specifications for the software application.
  • Refine workflow tickets to include complete descriptions that make sense both technical business perspectives, including Epic links, version assignments, and comprehensive acceptance criteria.
  • Work with the Scrum Master and Product Managers to ensure each ticket has an assignee before sprint start.
  • Establish agendas and goals for sprint planning and backlog grooming meetings, ensuring efficient and productive sessions.
  • Contribute effectively to sprint planning by providing clear understanding of user stories, acceptance criteria, and potential challenges.
  • Serve as a liaison between technical teams and product managers, effectively communicating technical constraints, opportunities, and trade-offs.
  • Actively participate in stakeholder calls, asking questions, providing insights, and relaying requirement-related discussions to internal stakeholders.  
  • Collaborate with Architecture and QA teams to finalize and own the requirement documentation process, implementing a system for tracking requirements throughout the development lifecycle.
  • Create high-level goals for each sprint based on understanding from business and project stakeholders and communicates them to the technical team.
  • Prioritize requirements in collaboration with Product Managers and Stakeholders to deliver high-value features early in the project lifecycle.
  • Participate in and coordinate User Acceptance Testing (UAT), ensuring that developed solutions meet business requirements and stakeholder expectations.
  • Conduct business process modeling to analyze, document, and improve existing processes, identify inefficiencies, and propose optimizations that align with project goals.
  • Analyze technical standards, industry trends, and best practices in healthcare data management and public health reporting to ensure processes are efficient, scalable, and repeatable.
  • Assist with ongoing implementation and improvement of product quality initiatives, particularly focusing on data accuracy, security, and compliance with healthcare regulations.
  • Participate in technical design reviews, providing input on how proposed solutions meet business requirements and identifying potential issues or optimization opportunities.
  • Contribute to technical documentation efforts, such as API specifications, data flow diagrams, and system integration documents.
  • Invest in continuous learning to stay updated on Agile methodologies, business analysis best practices, and relevant technologies used in the project.
Requirements
  • Bachelor’s degree and nine years of relevant work experience
  • Experience with facilitating an Agile/Scrum software development lifecycle
  • 5+ years of experience of designing, documenting, and implementing software development requirements processes and procedures
  • 3+ years of experience facilitating meetings and managing project vendors
  • Demonstrable experience in creating processes to collect, document, and track software requirements
  • Excellent verbal and written communication skills
  • Ability to work within a challenging and innovative environment
  • Competency with Microsoft Office applications including MS PowerPoint, Project, and Excel
  • Demonstrated ability to quickly grasp and work with complex technical concepts
  • Proficiency in creating process flow diagrams, use case diagrams, and other visual representations of systems and workflows
  • Experience in planning, coordinating, and participating in User Acceptance Testing (UAT) processes
  • Proficiency in business process modeling techniques and related tools
  • Applied knowledge of agile scrum and ability to teach methods
  • Ability to attain Public Trust Level 5 Clearance

Preferred Qualifications:

  • Experience with public health and/or Health IT software projects 
  • Familiarity with Fast Healthcare Interoperability Resources (FHIR) data exchange standards.
  • Understanding of microservice architecture and related technologies
  • Experience working on projects involving Electronic Health Records (EHRs)
  • Knowledge of healthcare data security and privacy regulations (e.g., HIPAA)
  • Experience with data modeling and database concepts
  • Familiarity with cloud computing platforms (e.g., AWS, Azure, or Google Cloud)
  • Experience with diagramming and modeling tools such as Visio, Lucidchart, or Enterprise Architect
  • Prior experience with issue and project tracking software, such as Jira
  • Experience working in a remote, distributed environment
