Description

The International Code Council (ICC) is a member-focused association dedicated to helping the building community and the construction industry provide safe, resilient, and sustainable construction through the development and use of model codes (I-Codes) and standards used in the design, construction, and compliance processes. Most U.S. states and communities, federal agencies, and many global markets choose the I-Codes to set the standards for regulating construction, plumbing and sanitation, fire prevention, and energy conservation in the built environment. In addition to its codes and standards activities, the Code Council Family of Solutions (FoS) provides product testing and evaluation, accreditation, software and technology, professional development and training, and consulting services solutions for governments and businesses. The Code Council has roughly 60,000 members across nearly 400 state, local, and regional chapters. 

The Fire and Disaster Mitigation Program Manager develops, manages, directs, and implements the International Code Council’s fire service- and emergency management/disaster mitigation-related initiatives and priorities within their assigned geographic area of responsibility. The position reports to the Vice President, Fire and Disaster Mitigation. The Fire and Disaster Mitigation Program Manager assists the Vice President, Fire and Disaster Mitigation with developing and maintaining strategic partnerships at all levels of government, with non-governmental organizations, and the private sector.

The Fire and Disaster Mitigation Program Manager, working collaboratively with ICC Government Relations Regional Managers, develops, manages, and maintains relationships with building code officials, fire code officials, emergency managers, and hazard mitigation officers as well as departments, agencies, and organizations that oversee or engage in building safety, fire service, emergency management, and disaster mitigation activities. 

The Fire and Disaster Mitigation Program Manager drives the development, adoption, implementation, and enforcement of ICC codes and standards as well as the use of complementary products and services offered by ICC Family of Solutions (FoS) affiliates.


Position Responsibilities:

  • Develop and maintain strategic relationships with key individuals and organizations in the building safety, fire service, and emergency management domains.
  • Represent the Code Council to members and external stakeholders on matters pertaining to building safety, fire prevention, life safety, emergency management, and disaster mitigation, including through the preparation and delivery of speeches and presentations. 
  • Collaborate with and support ICC Government Relations Team with shared priorities and domain subject matter expertise in assigned areas of responsibility.
  • Review and monitor applicable legislation and rulemaking to identify and address ICC interests within fire and emergency management/disaster mitigation issue areas.
  • Advocate for the ICC FoS, including the adoption, implementation, and enforcement of the International Codes (I-Codes) including through the development and delivery of testimony, comments, analyses, factsheets and other materials.  
  • Encourage and recruit ICC members and other interested parties to actively participate in the ICC code development process.
  • Make recommendations for strategic initiatives related to fire prevention, life safety, wildfire, and emergency management/disaster mitigation activities.
  • Facilitate and coordinate staff support to the Fire Service Membership Council, Fire Code Action Committee and other ICC committees as needed.
  • Develop and execute team and individual work plans. Assist with special projects. Capture and maintain data on projects within assigned areas of responsibility.
  • Prepare annual cost center budget, manage cost center budget and track expenditures to ensure compliance with approved budget. 
  • Other duties as assigned.


Requirements

Essential Skills and Education/Experience

  • Mid- to senior-level (minimum 5 years of experience) serving in a leadership role within a fire service and/or emergency management organization.
  • At least 2 years of experience in policy or advocacy related fields preferred, including active participation in local, state, regional, or national level fire service and/or emergency management associations.
  • Experience working with fire codes, wildfire, and resilience/disaster mitigation preferred.
  • Expertise in the technical requirements and administration of the I-Codes preferred.
  • Bachelor’s Degree or equivalent domain-specific experience in the fire service and/or emergency management preferred.
  • Experience with Microsoft 365 suite and other business productivity software applications.
  • Strong proactive work ethic, organizational skills and attention to detail to drive successful outcomes.
  • Excellent written and oral communication skills.
  • Ability to travel (up to 50%) is required.
