Job Summary 

At the direction of the Emergency Director, this position performs a variety of complex emergency planning, training and exercising for response and recovery to a large-scale emergency or disaster. This position develops positive and productive relationship with all county partners and other locals, regional state and federal agencies, non-profit and community’s organizations and private businesses, to keep Gunnison County resilient to disasters. In the Emergency Manager’s absence, this position serves as the acting Emergency Manager, including during Emergency Operations Center (EOC) activations, EOC trainings and other essential duties and responsibilities as described.


As the EPR Coordinator for the Gunnison County Health and Human Services Department (HHS), this position is responsible for the updating and implementation of emergency response plans consistent with the Local Public Health Agency Emergency Preparedness Scope of Work as determined yearly in the EPR grant. This position collaborates with area Emergency Services, HHS Director, regional CDPHE OEPR Field Managers, Gunnison Valley Health Hospital, Local Emergency Planning Committee, and in collaboration with State and Regional staff; in developing, communicating, coordinating and executing overall public health preparedness planning, training and exercise. Position maintains regional and departmental all-hazards public health preparedness plans; participates in the development and implementation of local planning activities; develops and supports local preparedness training and exercises and collaborates on public health preparedness activities.


Pay Rate 

The monthly pay range is $6,209.00 to $7,070.00

Requirements
  • Must possess a valid Colorado driver's license.
  • Must become a graduate of the State of Colorado Emergency Management Academy within 24 months of hire (time involved is approximately 280 hours over the course of six months, including travel, training, independent study and homework).
  • Completion of ICS 100, 200, and 700 within first year of hire and ICS 300, 400, and 800 within 2 years of hire.
  • Successful completion of the FEMA Emergency Management Professional Development Series within 12 months of hire (time involved varies for this seven-course independent-study series).
  • Successful certification as a Certified Emergency Manager with the Colorado Emergency Management Association, within four years of employment.
  • Completion of the Gunnison County Leadership Academy (when offered).
  • Operation of an Emergency Vehicle.
  • Confidentially is critical to this position, as it frequently deals with sensitive and classified information.
  • Assure discreet handling of all business.
  • Adhere to HIPPA policy.

Qualifications/Education


  • Associate’s Degree required; Bachelor’s Degree preferred in business, business administration, emergency management, environmental science, planning, project management or related field or any equivalent combination of education, training and experience which produces the required knowledge, skills and abilities.
  • Minimum two years related experience in the emergency management field with experience, education or training in emergency response operations and planning.
  • Or any equivalent combination of education and experience deemed appropriate by the Emergency Manager.
  •  Completion of ICS 100, 200, 300, 400, 700 and 800 upon hire.
  • Experience with the NIMS (National Incident Management System) framework.
  • Experience preparing written communications and oral presentations.
  • Experience with the use of technology for communications and gathering situational awareness.

Knowledge/Skills

  • Demonstrated ability to work effectively and professionally with the public, other employees and department personnel in a stressful environment. Ability to work effectively when given multiple tasks to coordinate.

Familiarity with various forms of communication/meeting technology (Teams, Zoom, Google, etc.)

  • Ability to operate common office equipment including computers, multi-line phones, postage machines, copiers and fax machines.
