MBL Technologies is hiring an experienced IT Program Manager to join our team in supporting a federal agency with diverse IT projects.  The ideal candidate will have a proven track record of managing both small and large-scale projects, leveraging their expertise in the full systems development life cycle (SDLC), and applying Agile and Kanban methodologies. As a consultant, you will be responsible for overseeing project delivery, identifying and mitigating risks, and ensuring successful outcomes. 


Key Responsibilities: 

  • Lead and manage IT programs and projects across various sizes and complexities, ensuring alignment with the agency's strategic goals. 
  • Oversee the full systems development life cycle (SDLC), from planning and design to implementation and maintenance. 
  • Identify, assess, and manage risks associated with project delivery, developing and implementing mitigation strategies as needed. 
  • Apply Agile and Kanban methodologies to optimize workflow, improve team productivity, and ensure timely delivery of project milestones. 
  • Collaborate with cross-functional teams, stakeholders, and leadership to define project scope, objectives, deliverables, and success criteria. 
  • Provide regular updates, reports, and presentations on project status, risks, and issues to senior management and stakeholders. 
  • Develop and maintain detailed project plans, schedules, and budgets, ensuring compliance with agency standards and regulations. 
  • Foster a culture of continuous improvement by encouraging feedback, conducting retrospectives, and implementing process enhancements. 
  • Serve as the primary point of contact between the agency and external vendors, ensuring effective communication and coordination. 
  • Perform other official administrative tasks as assigned in support of the federal agency. 

Required Experience/Skills:

  • Demonstrated project management experience with both small and large IT projects in support of government agencies.
  • Demonstrated ability to manage a portfolio of IT projects.
  • Extensive experience with full systems development life cycle (SDLC), enterprise wide network engineering, strategic information planning, business process reengineering, structure, and management practices.
  • Extensive experience identifying and mitigating risks.
  • Experience in tracking and managing costs, schedule, and performance progress.
  • Demonstrated success as a PM for cyber security projects.
  • Demonstrated success in agile development, specifically, Lean and/or Kanban.
  • Masters degree in Engineering, Computer Science, Math, or related scientific / technical discipline.
  • 15 years of experience with IT project management within a federal agency.
  • Possess and maintain a Project Management Professional (PMP) certification, including all continuing education credits.
  • Strong leadership, communication, and interpersonal skills, with the ability to manage and lead cross-functional teams.
  • Prior experience working with Veterans Affairs preferred.
