Our Agency

In 2021, EHA was admitted to the federal Moving to Work (MTW) demonstration for high-performing housing authorities. EHA’s local MTW program is called Making Things Work. As part of participation in the MTW program, EHA will be participating in a groundbreaking research study testing a tiered rent calculation. The HCV Manager being recruited for this position will play a key role in leading the operational work for this research study.

We are seeking two HCV Managers. 


HCV/Thrive Program Manager: The Thrive Manager will supervise and assign work for a team of THRIVE Program Specialists, who are each responsible for an assigned caseload of Housing Choice Voucher program participants that are part of the tiered rent study. The Thrive Program Manager will oversee the execution of Thrive +. Each THRIVE Program Specialist is responsible for Housing Choice Voucher administration applying both the traditional and tiered rent calculation model, as well as administration of the innovative THRIVE+ self-sufficiency program, for their assigned caseload. All work is conducted with the overall goal of supporting families to increase economic opportunity and reduce intergenerational poverty.


HCV Manager: The HCV Manager will supervise and assign work for a team of Certification Specialists, who are each responsible for an assigned caseload of elderly and disabled and non-rent study Housing Choice Voucher program participants that are part of traditional rent calculation. The HCV Manager will be responsible for implementing triennial reviews for fixed income households. The HCV Manager will be responsible for monitoring and performing Reasonable Accommodation evaluations for the department.

Requirements

Required Education and Experience

Education: A bachelor's degree from an accredited college in Business, Community Development, Public Administration, Human Services, Social Sciences, or a related field. May substitute an additional four years of relevant work experience for the required degree.

Experience: Two (2) years of progressively responsible rental assistance or program management experience, including at least one (1) year in a supervisory or management capacity.

  • Proficiently use computer programs (Outlook, Word, Excel, and specialized software programs)

Licenses and Other Requirements

  • Valid Washington State Driver's license or ability to obtain one within 60 days and good driving record;
  • Nan McKay or equivalent Certification in Housing Choice Voucher Program Management required, or ability to obtain certification within 12 months.
