Description
The Marketing Project Manager will be responsible for the day-to-day management of all contractor resources and activities for the Deaf and Disabled Telecommunications Program (DDTP), ensuring contract performance and compliance. This role acts as the primary interface between the contractor and the California Public Utilities Commission (CPUC) Contract Manager. The Marketing Project Manager is responsible for ensuring that all contractor personnel possess the skills and experience necessary to meet contract requirements and is tasked with overseeing the execution and success of the contract from start to finish.
Essential Functions
- Oversee the execution and overall management of the contract and the contractor’s team.
- Hire, train, and supervise staff assigned to perform contract duties, ensuring they are qualified and equipped to meet project requirements.
- Engage with the CPUC Management Team on a day-to-day basis to ensure the project receives appropriate support and commitment.
- Proactively collaborate and coordinate with other DDTP Vendors, community partners, and service partners to ensure cohesive project execution.
- Serve as the primary point of contact for CPUC, possessing signature authority to commit the contractor to contracts, amendments, and change notices.
- Communicate and report on project progress, risks, and issues regularly, ensuring that all requirements, including Service Level Agreements (SLAs), are fulfilled.
- Provide executive-level Key Performance Indicator (KPI) reporting and communications to CPUC staff, advisory committees, vendor partners, and other key stakeholders.
- Prepare special reports and presentations as required by the project or requested by CPUC.
- Work cooperatively with the CPUC Contract Manager to resolve escalated issues related to contractual obligations, risk mitigation, and other critical matters.
- Identify and present innovative recommendations to enhance CPUC and DDTP business operations.
- Collaborate with the Project Transition Director to develop and execute the project management plan and support the successful closure of transition activities.
- Develop and implement a comprehensive Risk and Issue Management Plan.
- Conduct monthly project status meetings for executive staff.
- Act as a liaison between consumers and technical staff to ensure consumer needs are addressed effectively.
- Issue monthly status reports on all outstanding projects and update the Communication Management Plan as needed.
- Adhere to the Marketing and Outreach Service Contract deadlines and plans, ensuring compliance at all stages of the project.

- Ability to assimilate strategic information and convert it into clear and concise messages appropriate to different audiences and objectives. Strong listening and relationship-building skills.
Requirements
- Bachelor’s degree in Project Management, Marketing, Business Administration, Communications, or related field; or equivalent professional experience (preferred).
- A minimum of three (3) years of experience within the past ten (10) years leading a statewide program.
- At least three (3) years of experience as a Project Manager/Program Director/Project Director within the past ten (10) years, directly responsible for activities related to engaging communities of persons with disabilities.
- A minimum of three (3) years of experience within the past ten (10) years supervising teams of 10 or more.
- Proven experience in building and maintaining strong working relationships with clients and internal/external stakeholders, including conveying relevant information to executive-level audiences, ensuring the client is aware of progress, and fostering credibility and trust.
- Ability to communicate effectively using American Sign Language (Preferred).

Salary Description
$80,000.00 - $90,000.00
