DEPARTMENT: Youth and Workforce Development Programs  

POSITION TITLE: Leadership Programs Manager 

LOCATION:  154 Federal St Greenfield /155 Pleasant St., Northampton/ Remote Work from Home 

STATUS:  Exempt  

SUPERVISOR:  Director of Youth and Workforce Development Programs 


POSITION SUMMARY: 

Provide management of the department’s youth leadership programming including program design and delivery, procurement of funds, budget oversight, and data and performance measures. Oversee staff recruitment, hiring, supervision and professional development. Focus on increasing access to quality care, support, and resources for youth/young adults (YYA) ages 14-24, who experience inequitable access to and services from systems of care. This includes,?but is not limited to, BIPOC, LGBTQIA2S, persons with disabilities, houseless persons, and?persons adversely impacted by multigenerational?poverty or?other?inequality.??  


ESSENTIAL RESPONSIBILITIES: 

  1. Participate in the planning, development, and coordination of department wide activities, community collaborations, hiring, orientation, training, supervision, and ongoing professional development of staff, interns, volunteers. 
  2. Lead staff in the development of programming, community wide events and training including promoting youth/young adult leadership, engagement, and skill building, across programs. 
  3. Support staff in employing effective group and individual strategies for youth engagement, leadership development, behavior management, support for youth in crisis, and referral to outside resources.  
  4. Provide staff training and support to ensure program effectiveness, achieve youth/young adult and funder outcomes, using a positive youth development approach that is appropriate, inclusive, and responsive to youth and community needs. 
  5. Develop and maintain positive relationships with community partners, schools, youth/young adult serving organizations, coalitions, and other community-based organizations to increase access, decrease barriers to fully integrated support and opportunities.  
  6. Complete required reporting, schedules, youth files, fiscal paperwork, and other required documents within established timelines. Maintain systems to track youth enrollment paperwork, program reporting, participant files, and program progress consistently and accurately. 
  7. Represent Community Action Pioneer Valley at community collaborations, boards, and committees, as assigned. 
  8. Supervise the departmental programs and personnel in compliance with agency policies and procedures. 
  9. Inspire and motivate others to achieve increasing levels of performance excellence.  
  10. Take an active leadership role in valuing and promoting different perspectives and opinions and approaches throughout the agency. 
  11. Evaluate performance and recommend compensation, promotions, and disciplinary actions. 
  12. Prepare grant reports, write new grant applications, proposals, reviewing, and implementation, including the collection and monitoring of measurable outcomes and ongoing program evaluation.  
  13. Manage budget and tracking systems in collaboration with director; manage budget to ensure compliance with CAPV policies. 
  14. Remote work available complying with the agency’s policy. 
  15. Required to?travel regularly throughout the?program and agency service area, to all Community Action sites and service locations, and occasionally out of the service area.?? 
  16. Some evenings and weekends are required; a flexible schedule required at times. 
  17. Maintains strictest confidentiality 
  18. Attend regularly scheduled supervision meetings, department management meetings, team meetings, mandatory agency trainings, contractual meetings, and participate in professional development activities. 
  19. Comply with agency and funders’ documentation requirements and procedures. 
  20. Other responsibilities as assigned by the Director, or designee.

Key Knowledge and Experience:

  • Knowledge of social services, advocacy, and navigating resources
  • Knowledge of Franklin and Hampshire counties and North Quabbin regional organizations and resources
  • Experience working with marginalized communities and individuals with low incomes
  • Experience in positive youth development, trauma-informed approaches to working with youth and young adults.
  • Understanding of child/adolescent development and issues confronting youth living with lower incomes in high-risk environments.
  • Experience, working collaboratively with multiple?stakeholders, and group facilitation.
  • Engage, communicate, and work effectively with diverse adolescents, parents, co-workers, school staff, and other youth service providers.
  • Experience with data management, data capture, tracking methods and analysis for outcome measurements.
  • Experience thinking creatively and strategically, setting program goals and steps to achieve them
  • Managing changing priorities and demonstrating close attention to details.
  • Computer skills (Microsoft Suite and databases).

To Qualify


Minimum Qualifications/Transferable Skills:

  • 5 years direct service experience with youth and young adults ages 14-24
  • 1-year supervisory experience.
  • 3 years program management work experience.
  • Bi-lingual/bicultural (Spanish/Latinx/e) preferred.
  • CPR/First Aid certification.
