The Gist…

We are seeking an experienced Data Analysis and Communications Specialist to support TRA (Trade-Related Activities) in the development and execution of a data-driven communications strategy. This role involves conducting data analytics, designing operational dashboards, and creating communication materials that convey the impact of TRA’s mission to various audiences. The ideal candidate will have a strong background in data analysis, strategic communications, and data visualization, with experience in developing models that support workforce planning, recruitment, retention, and employee engagement efforts.


What Your Day Might Include…

  • Develop and implement a data-forward communications strategy to advance TRA’s initiatives and inform both internal and external stakeholders of the benefits and requirements of TRA activities.
  • Draft the initial rough communications strategy within 60 calendar days of the kickoff meeting, with a final draft due 150 days after kickoff.
  • Create and document an approach for effective information distribution and feedback collection, ensuring that messages are tailored to the correct audience, delivered through the right channels, and timed appropriately.
  • Incorporate best practices from strategic communications, data analytics, data visualization, and project management to enhance the effectiveness of the communications strategy.
  • Utilize product backlogs and user stories to facilitate information sharing and policy dissemination.
  • Design and develop approximately ten communication work products per month, including marketing one-pagers, PowerPoint presentations, and other materials that highlight the impact of TRA’s economic security efforts.
  • Assist in implementing and managing a program, potentially using SharePoint, to organize and coordinate communications materials.
  • Develop communications that demonstrate TRA’s impact on economic security at the congressional district, state, industry-sector, and national levels, for audiences such as state and national legislative and executive leadership, CBP Commissioner, DHS Secretary, and Public Affairs.
  • Develop and maintain operational dashboards, models, and workflows with necessary automation for recurring updates, including:
  • Personnel Projection and Cost Estimation Model: Design a human resources projection and cost estimation model that allows for scenario evaluations and provides insights into TRA personnel needs and their costs. Present the model outputs through data visualization dashboards and reports.
  • Economic Benefit Model: Develop and maintain a national economic security value model to forecast TRA’s expected return on investments and impacts on domestic and international trade industries.
  • Succession Planning Visualizations: Create visualizations and reports that assist in succession planning, including assessing hiring and recruiting data to target better locations for recruitment efforts.
  • Perform ad hoc data queries and analyses, developing associated reports as needed, with an estimated output of ten work products per month.
  • Create a comprehensive technical operation manual for each model and published dashboard, detailing the sources, methods, and procedures used.
  • Ensure designated federal employees are trained to update and maintain the systems in the contractor’s absence.

Requirements

You’ll Bring These Qualifications…

  • Bachelor’s degree in Data Science, Communications, Business Administration, or a related field.
  • Minimum of 3-5 years of experience in data analysis and communications, with a focus on developing strategic communications and data visualization.
  • Strong background in data analysis, data visualization, and strategic communications.
  • Proven experience in developing operational dashboards and models.
  • Excellent written and verbal communication skills, with the ability to create clear and impactful communication materials.
  • Proficiency in project management, particularly in the context of workforce planning and economic analysis.
  • Familiarity with tools like SharePoint for organizing and managing communication work products.
