Infinity Technology is seeking a motivated, detailed oriented, and customer-focused individual who would be responsible for Financial Analyst Support activities in support of our U.S. Coast Guard customer located at USCG Headquarters, Washington, DC. The ideal candidate will be FMVA Certified; an expert in the field; a self-starter requiring little oversight; and, has experience working in government spaces in a similar role.

This position is Active and we are looking to fill immediately.
The US Coast Guard has a Child Development Services program in effect nationwide. This program provides childcare services to Coast Guard families with children 0-12 years old. The overarching program involves several aspects of support (including physical care, youth programs, financial assistance, in-home care, and more).
At present, the overall program needs a deep financial analysis and the implementation of new financial policies and processes so it can prudently control costs and bring maximum value to Coast Guard families in a fiscally responsible manner. The Financial Analyst will be charged with all aspects of the assessment, policy development, and policy implementation required to achieve this mission.
Scope
The Financial Analyst SME shall analyze financial data and utilization data by program, to include appropriated fund and non-appropriated fund (NAF) financial data, labor expenses and labor reimbursements, and program expenses against spend plan. Candidate will advise team on financial best practices. In addition, provide the following services for new and existing CDS programs:
- Cost Estimating and Analysis Support
- Cost Performance Risk Assessments
- Financial and Financial Risk Analysis
- Return on Investment Analysis
- Affordability Analysis
- Analysis of Cost Alternatives
- Staffing Model and Analysis by program
- Funding Models by program type by childcare space by age breakouts
- Childcare Fees Sliding Scale based on Total Fee Income Categories
- Affordability Analysis by program
- Appropriated funds required to support each program to make them more affordable to our workforce
- Impact Statement Development
- Childcare demand formula
- Cost Model by expenses and type of child care spaces and number of spaces within a child care center
- Financial and utilization metrics by program
- *MUST HAVE FMVA Certification*
- Bachelor’s degree in a field related to finance (Finance, Accounting, or Analytics)
- 5+ years experience (10 preferred)
- Experience in Financial Best Practices
- Professional knowledge of financial/accounting theories, practices, methods, and techniques to independently perform a variety of assignments
- Knowledge of business and financial practices, policies, regulations and procedures
- Knowledge of a variety of accounting and budget functional areas and their relationships to other functions
- Knowledge of automated financial, accounting and budget systems
- Ability to write correspondence to convey information relating to financial processes and issues
Desired Experience:
- Experience working with a federal agency customer at headquarters and/or field office level, or with state and federal regulators.
- Experience in successfully leading multiple financial projects through the standard phases to include initiation, design, planning, execution, monitoring, reporting, and close-out.
- Experience reporting to and communicating with multiple supervisory organizations/stakeholders.
- Experience in MS Excel/Access and the ability to write SQL queries a plus.
Clearance Requirements
This position does not require a current Security Clearance; however, the candidate must be able to pass government background check in order to access client network and systems.
