Position Summary: 

The Tribal Administrator serves as the primary operating and personnel officer of the Peoria Tribe of Indians of Oklahoma. The Administrator is responsible for the effective management of Tribal departments, staff, budgets, and operations, ensuring that all activities are carried out in accordance with the Peoria Constitution established Tribal laws, policies, and directives of the Business Committee. Operating under the direction of the Business Committee, the Tribal Administrator manages day-to-day government functions, oversees all personnel actions, ensures fiscal and administrative accountability, and maintains compliance with applicable local, state, federal, and grant regulations. The position focuses on efficient government operations, workforce management, and fiscal integrity.

Essential Functions: 

? Supervise all department directors and administrative staff.

? Administer and enforce personnel policies, ensuring fairness, compliance, and accountability.

? Direct and coordinate day-to-day operations across all Tribal departments and programs.

? Implement approved policies and initiatives of the Business Committee.

? Develop and maintain standard operating procedures and ensure interdepartmental coordination.

? Review and approve expenditures, invoices, and purchase requests within approved budgets.

? Prepare and monitor departmental budgets in coordination with the Director of Finance, Treasurer and Business Committee.

? Ensure production of Quarterly Financial Reports to the Treasurer, or on demand.

? Accountable for overall financial and administrative compliance with Tribal, federal, and grant regulations.

? Coordinate preparation and submission of grant and contract reports; ensure timely compliance.

? Identify and address operational, fiscal, and personnel risks; recommend corrective actions.

? Oversee internal audits, records management, procurement, and property control.

? Maintain communication with the Business Committee through regular reports and updates.

? Facilitate staff meetings, promote effective internal communication, and resolve operational issues.

? Submits a written summary activity report to the BC monthly.

? Perform additional administrative and operational duties as assigned by the Business Committee.

Requirements

  

Minimum Qualifications: 

? Bachelor’s degree in Business Administration, Public Administration, or Certified Project/Program Management.

? At least five (5) years of progressively responsible administrative, managerial, or operational experience, including supervision of staff and fiscal oversight.

? Verifiable experience in personnel management, budgeting, and organizational administration.

? Proven knowledge of principles and practices of financial management, property management, and contract compliance.

? Excellent written and verbal communication, analytical, and organizational skills.

? Ability to manage multiple priorities, meet deadlines, and maintain confidentiality.

? Proficiency with Microsoft Office Suite and financial management software (e.g., Sage Intacct, MIP).

? Ability to establish and maintain effective working relationships with Tribal leadership, employees, and external partners.

? Must be bondable and able to pass state and federal background checks.

Preferred Qualifications:

? Master’s degree in Business Administration, Public Administration, or related field.

? Prior experience working in Tribal government or intergovernmental administration.

? Knowledge of Indian Affairs and Tribal government operations. 

? Familiarity with OMB Uniform Guidance and federal grant management requirements.

? Knowledge of Peoria Tribe programs, operations, and community development goals.

General Position Information: 

? Must be a US citizen and have a valid US driver’s license 

? Satisfactory State and Federal criminal and financial background check

? Primary work location is the Peoria Administrative Building

? Must NOT be an elected or appointed official of any Peoria Tribal Committee

? The Human Resources department will review and certify all applications as qualified (or not); if qualified, placed into one of three hiring preference categories listed below in preference order. (Native American hiring preference per federal funding guidelines.

? HR will submit qualified candidates to the Peoria Business Committee. The Business Committee shall serve as the interview panel and arrange interviews. Further information is available at the interview. Final decision and hiring shall be made by the Business Committee.

Work Requirements:

Position involves prolonged sitting, standing, stooping, or bending, lifting, or carrying 30 pounds daily. Work is generally performed in an office environment with varying levels of lighting, air quality, noise, and/or temperature.
