Description
We are seeking candidates for our Senior Accountant position.

SUMMARY: This position oversees financial functions for non-ECE programs and ensures compliance with grants and CPC policies and procedures. Prepares and maintains reports for programs, management, auditors, and funders. Assists the Controller with accounting duties and provide support for fiscal operations.

Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Be committed to the vision and mission of Community Progress Council, Inc.
  • Maintains continuous high level of knowledge about non-ECE program regulations, grant requirements, fiscal policies, and procedures.
  • Supports submission of fiscal narratives and budgets for grant proposals for all non-ECE programs ensuring fiscal and regulatory compliance.
  • Meets regularly with Program Directors to prepare budgets and discuss finances for grant spending.
  • Oversees the day-to-day budgets and funding regulations for all non-ECE programs.
  • Compiles and presents monthly reports to program location managers and other senior level management.
  • Reviews all non-ECE purchases and requests draws to support spending.
  • Maintains numerous compliance reports to enable proper submission of data to delineate between positions and programs (federal vs state).
  • Develops working relationships with non-ECE Program Staff, Senior Management, Leadership Team, and Fiscal Staff to stay abreast of funding issues, regulations and/or policy updates.
  • Advises others in making spending decisions about which grant or funding source to use for expenses.
  • Prepares and maintains accurate reports for Policy Council, Board, and regulatory agencies.
  • Provides needed information and support to auditors, funding specialists and other on-site fiscal monitoring.
  • Conducts on-site reviews and self-assessments to ensure compliance with Head Start Program regulations.
  • Attends regular training relating to non-ECE Programs, funding, compliance, and regulations.
  • Coaches and counsels non-ECE program staff to ensure they are following appropriate procurement procedures and maintaining current knowledge of program budgeting process.
  • Oversees and distributes work assignments daily to subordinates.
  • Assists in documentation and monitoring of internal financial controls.
  • Supports the Fiscal Manager, CFO, and other senior management by providing financial support as requested.
  • All other duties as assigned.

EDUCATION and EXPERIENCE: Minimum of a Bachelor’s Degree in Accounting and three years of related work experience, or comparable work experience, preferably in a nonprofit organization with multiple programs.

OTHER REQUIREMENTS: Valid PA Drivers’ license and insurance at PA state minimum levels. Reliable transportation for regular and timely attendance as an essential job requirement. Ability to be reached by telephone in a timely manner. May be required to commence workday at different agency sites without compensation for travel time or mileage to the site and the return. Ability to respond to change in a productive manner and handle other tasks as assigned. Ability to work with diverse individuals.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.


MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, and volume. Ability to apply concepts of basic algebra and geometry.


REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


COMPUTER: Experience with Microsoft Office Suite in a Windows environment helpful and preferred. Ability to learn stand-alone accounting software system.


CERTIFICATES, LICENSES, REGISTRATIONS: Department of Human Services FBI Clearance, PA State Criminal History, Childline Child Abuse Certification, National Sex Offender Registry clearance and a physical assessment including a tuberculosis skin test are required prior to hire. Child Abuse “Mandated Reporter” training due within 90-days of hire. Must have a valid DL with acceptable driving history.


PHYSICAL DEMANDS: The ability to sit for long periods of time. The ability to occasionally stoop or kneel. The ability to frequently reach with hands and arms and to use hands to manipulate, handle, or feel. Frequent talking and/or hearing. Must be able to lift up to ten pounds regularly and occasional lift up to twenty-five pounds.


WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Salary Description
$52,000 to $71,635 Per Year
