Description

DSFederal,Inc.is seeking for an experienced Project Manager with a robust background in CMS operations, particularly in the maintenance and enhancement of learning management systems (LMS). The ideal candidate will also possess expertise in DEVSECOPS practices for applications development and a proven track record in designing public-facing IT solutions grounded in Human-Centered Design principles. Strong public speaking and communication skills are essential, as this role will involve engaging with stakeholders and presenting project updates and strategies effectively


Job Duties/Responsibilities:


Project Management:

· Lead and manage CMS-related projects, ensuring they are delivered on time, within budget, and to the highest quality standards.

· Collaborate with cross-functional teams to define project scope, objectives, and deliverables.

· Learning Management System (LMS) Enhancement:

· Oversee the maintenance and enhancement of the LMS, focusing on managing learning, testing, analysis, and reporting.

· Analyze and report user performance metrics and certifications to improve training effectiveness.


DEVSECOPS Implementation:

· Implement DEVSECOPS practices in application development, including Maturity Assessment, Roadmapping, and Continuous Integration/Continuous Delivery (CI/CD).

· Ensure effective Test Automation, Integrated Code Quality, and Security Scanning (both Static and Dynamic).

· Oversee Infrastructure as Code (IaC) and Platform as a Service (PaaS) initiatives to boost operational efficiency.


Human-Centered Design:

· Design and strategize public-facing IT solutions with a strong focus on user experience.

· Conduct user research to understand the needs and challenges of target audiences, ensuring solutions align with user-centric principles.

· Staffing and Staff Planning:

· Develop staffing plans to ensure project teams are appropriately resourced.

· Recruit, mentor, and manage project staff, fostering a collaborative and high-performing team environment.


Communication and Public Speaking:

· Facilitate effective communication among team members, stakeholders, and external partners.

· Prepare and deliver engaging presentations to stakeholders and senior management, clearly articulating project status, strategies, and outcomes.


Reporting and Compliance:

· Prepare and present regular project status reports to senior management and stakeholders.

· Ensure compliance with CMS regulations and guidelines throughout all project phases.

Requirements

 

Experience/Skills Required


Years of Professional Experience:

· Minimum of 5 years of project management experience within CMS or related Learning Management settings.


Technical Skills Required:

· Microsoft Project, Trello, or Asana, Cornerstone OnDemand, Moodle, or SAP, Jenkins, Git, Docker, and Terraform, Selenium, JUnit, or Postman, SonarQube, Checkmarx, or OWASP ZAP

· Microsoft Teams, Slack, or Zoom, SharePoint or Google Workspace, Tableau, Power BI, or Excel, Confluence, Notion, or Microsoft Word, SurveyMonkey or Qualtrics


Education Required:

· A bachelor’s degree in a relevant field (e.g., Business Administration, Project Management, Engineering, or Information Technology).

· Strong verbal and written communication skills to effectively convey information to team members and stakeholders.

· A minimum of 5 years of experience in project management or a related role, depending on the organization's requirements and the complexity of projects.


Professional Certification(s): 

· Certifications such as Project Management Professional (PMP)


Desired Skills and Experience:

· Project Management Certification: Certifications such as Project Management Professional (PMP), Certified Scrum Master (CSM), or PRINCE2 demonstrate a formal understanding of project management methodologies and best practices.

· Experience in Relevant Industries: Proven experience in managing projects within specific industries (e.g., healthcare, IT, construction) shows an understanding of industry standards, regulations, and challenges.

· Strong Communication and Leadership Skills: Excellent verbal and written communication abilities, along with strong leadership skills, are essential for effectively managing teams, stakeholders, and project objectives.


Years of Experience: 10 years’ experience directly supporting large LMS effort


Professional Certification(s): Agile, SAFe, Lean Six Sigma (not all required)


Formal Education: Masters or MBA


Physical Requirements

· Vocal Clarity: A strong, clear voice with proper enunciation and modulation is essential for effective communication. 

· Physical Stamina: The ability to stand and speak for extended periods without fatigue is important, especially for longer presentations.

· Eye Contact: Maintaining eye contact helps build a connection with the audience and keeps them engaged.

· Confidence: A confident demeanor can inspire trust and credibility with the audience.
