SUMMARY: The Chief Financial Officer directs financial activities for the Tribal Government which includes budgeting, accounting, auditing and financial analysis, development of financial policies and procedures, and supervision of finance personnel. This position promotes strategic planning and positive collaborations with Department Directors. Responsible for the hiring and management of finance staff, and ensuring compliance with all regulations, standards and legal requirements affecting the tribe’s finances. In addition, the CFO will work with Executive Leadership to effectively plan for automation and digitization efforts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Develops goals and objectives for the department. Manages staff and resources of the Tribe.
  • Implements financial policies and procedures to assure compliance with Federal requirements to carry out financial programs and services.
  • Serves as a member of the Tribal executive team and recommends strategies for short and long- range goals.
  • Analyses and interprets financial data for the executive team and leadership.
  • Evaluates, trains, coaches and directs subordinate managers, supervisors and staff. Disciplines staff, reviews grievances, and takes appropriate corrective action.
  • Develop staff career plans and is responsible for the assignment and organization of work within the division. Develops projects and programs that meet the needs of the Tribe.
  • Coordinates Self-Governance and oversees all grant funding agreements.
  • Provides oversight for all Government’s investments and cash flow.
  • Facilitates relationships with financial institutions.
  • Manages the Government’s retirement plans.
  • Coordinates the Government’s financial audits, 401(k) audits, Fuel Tax AUP’s and WIGA Community Contributions reviews.
  • Coordinates Tribal-Wide audit for inclusion of enterprises financial data and works with enterprises’ CFO’s on joint projects.
  • Assists with funding agency and IRS audits/reviews.
  • Provides internal audit functions. Assures compliance with funding agencies.
  • Coordinates and participates in the Government’s budget processes.
  • Lead role in preparation of Indirect Cost Proposals and negotiates with the Interior.
  • Provides oversight to the Government’s property and liability insurance policies.
  • Performs financial analysis for the Workers Compensation and fringe benefit insurance programs.
  • Directs and oversees administration of accounting and procurement software.
  • Supervises and approves all financial reports.
  • Develops and directs financial record keeping.
  • Reviews grant proposals prior to submission for Council approval to determine impact on other programs and funding needs. (Indirect and      match requirements.)
  • Performs other work as required. 

SUPERVISORY RESPONSIBILITIES: This position has supervisory responsibilities.

Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. 


MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to create and effectively monitor multiple budgets. Ability to effectively use computer programs including Microsoft programs and spreadsheets.


REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.   


CERTIFICATES, LICENSES, REGISTRATIONS:  Must have a valid Washington State Driver’s License. Financial positions must be bondable.

Requirements

 EDUCATION and/or EXPERIENCE: Master’s Degree with major study business, accounting or related field which includes twenty semester or thirty quarter hours in accounting and six years of professional accounting, budgeting, financial management, auditing or related experience. One year of the experience should be for a non-profit, governmental or tribal organization; CPA license. OR Bachelor’s Degree with major study business, accounting or related field which includes twenty semester or thirty quarter hours in accounting; and eight years of professional accounting, budgeting, financial management, auditing or related experience. One year of the experience should be for a non-profit, governmental or tribal organization; CPA license. With a minimum of two years of managerial or supervisory experience related to business activities.
