Description
POSITION SUMMARY
Responsible for the day-to-day and administrative oversight of the Fourth Street Residential Apartments and Journey Point Respite Program. Oversight duties include promoting client safety and wellbeing; facilitating the delivery of effective, quality programing; providing staff oversight and guidance; budgetary oversight; and compliance reporting. Provides support to the Sober Living Program Manager in each of these arenas as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES

GENERAL RESPONSIBILITIES:
- Coordinates the development of annual objectives and budget for the programs in conjunction with the CNO.
- Processes administrative paperwork in accordance with assignments and Center standards; assures submission of required paperwork from staff in accordance with Center procedures; monitors quality assurance plan within program.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement and directs implementation of change.
- Coordinates the implementation of internal and external policies and procedures, including those set forth by HUD, the State, the BHA and CCS, in conjunction with the CNO.
- Collaborates with other Centennial service providers to engage clients in care.
- Oversees Program budgets, expenditures, and financial record keeping.
- Monitors, manages and reports on goal progress and budget variances.
- Continuously evaluates staff performance and provides constructive feedback, coaching, support, and disciplinary actions in conjunction with the CNO.
- Demonstrates a commitment to continuous skill development to competently serve individuals from diverse cultures and backgrounds.
- Participates in agency, program, and other relevant meetings and supervision/coaching sessions.
- Attend trainings and seminars appropriate to the position, and as assigned by supervisor.
- Attends and engages meaningfully in regular supervision with the CNO.
- Covers shifts for Respite Mental Health Workers as needed and able.
- Provides psychoeducation, skills training, and supportive listening to clients individually or in a group setting when covering Respite Mental Health Worker shifts.
- Performs other job duties as assigned.
FOURTH STREET SPECIFIC RESPONSIBILITIES:
- Administers/maintains Fourth Street House and related services or subsidies.
- Completes Department of Housing (DOH), Housing and Urban Development (HUD) paperwork to include housing orientations, lease ups, annual and interim recertifications and processes in a timely manner utilizing the ELITE system as required. Complete all tenant certification and compliance reports: including Enterprise Income Verification (EIV).
- Assess, monitors, and follows up with each resident’s ability to meet basic housing needs and access appropriate community resources to maintain their ability to remain in the community.
- Works with the Peer Support Specialist to provide needed support to residents.
RESPITE SPECIFIC RESPONSIBILITIES:
- Responsible for maintaining high quality clinical care of all clients admitted to the program as evidenced by positive client outcomes and high levels of customer satisfaction.
- Interviews, engages and supervises all Respite program staff, assuring high quality service delivery and functional teamwork in conjunction with the CNO.
- Provides or arranges for regular administrative supervision, including annual performance reviews for staff in accordance with Center standards.
- Provides comprehensive initial and on-going training to all staff, and develops methods to measure staff performance and adherence to policies and procedures in conjunction with the CNO.
- Develops, monitors and adjusts program offerings to meet the needs of diverse clients in conjunction with the CNO.
- Develops and and monitors processes which assure client and staff safety and wellbeing in conjunction with the CNO.
- Maintains and updates all Program policies and procedures in conjunction with the CNO.
- Develops staffing plans and scheduling to adequately and efficiently cover a 24/7 program.
- Facilitates seamless coordination between Respite Program staff, Mobile Crisis and Outpatient programs.
- Monitors timely and accurate record keeping by Respite staff.
- Provides coverage for Respite program in the case of uncovered shifts.
- Oversees facility upkeep and keeps in close communication with maintenance and cleaning staff.
- Monitors use of assigned company vehicles, including scheduling their use and coordinating upkeep, with maintenance staff.
- Assists with non-emergent and emergent client transport activities utilizing designated dispatch software.
SOBER LIVING SPECIFIC RESPONSIBILITIES:
- Provide support to the Sober Living Program Manager as needed.
SUPERVISORY RESPONSIBILITIES:

Requirements
EDUCATION
- Bachelor’s Degree preferred in Human Services, Social Work, Psychology or other related field.
- QMAP certified.

Salary Description
$68,612.50/yr - $76,225.00/yr
