We are seeking an experienced Project Manager with a strong emphasis on Quality Assurance and Quality Control (QA/QC) to lead and oversee complex engineering and Design-Build projects. This role involves end-to-end management of water and wastewater treatment facility projects, from initial design and permitting through bidding, construction, and commissioning. Responsibilities include detailed project planning, documentation, cost analysis, proposal support, submittal preparation, and regulatory coordination. The primary engineering focus areas are decentralized potable water systems, domestic wastewater treatment, and water reuse, supporting commercial development as well as municipal and industrial infrastructure upgrades. 


This is a remote based position with required travel of up to 50%. 


Responsibilities

  

  • Manage the construction phase engineering services for water and wastewater treatment facilities in compliance with multi-state regulatory requirements.
  • Support the development of detailed technical scopes, budgets, and project proposals in collaboration with the Director for project planning and funding.
  • Support Design-Build engineering efforts across all project stages, including conceptual planning, permitting, detailed design, procurement, and construction engineering.
  • Collaborate with the Design Engineering Team, Products Group, Technology Partners, and the Field Services Group to review the design approach, mitigate constructability issues, and identify value engineering opportunities. 
  • Engage with regulatory bodies to support permit applications and ensure project approvals are obtained.
  • Define quality requirements for Design-Build projects, creating and managing standards, guidelines, and checklists appropriate to each project's needs.
  • Develop and maintain project-specific QA/QC audit plans, addressing schedules, documentation, and resource allocation.
  • Implement QA/QC programs across both Engineering and Design-Build projects to ensure adherence to quality standards.
  • Coordinate with TDS Group Leadership/Project Managers, Field Operations, and Clients on quality related matters.
  • Regularly report on project metrics, including progress, costs, schedules, procurement issues, safety, environmental concerns, and design queries.
  • Manage inspection and observation activities, review drawings and submittals, and respond to requests for clarification and other project-related correspondence.
  • Collaborate with the Technical & Digital Services Group on the design and implementation of remote monitoring, data acquisition, and control for decentralized systems.
  • Ensure all bidding documents meet project requirements and quality standards; facilitate pre-bid meetings, bidder qualification, and contract negotiation processes.
  • Oversee the issuance of IFC drawings and specifications, coordinate Notice to Proceed, and manage change order reviews to align with project scope.
  • Monitor construction progress, including QA/QC inspections and testing, to ensure project milestones and quality benchmarks are met.
  • Lead commissioning activities, including startup processes, site acceptance tests, and operational readiness assessments.
  • Manage post-construction documentation, including record drawings, as-built information, and training for operational staff to ensure seamless project handover.
  • Provide engineering management and oversight for Technical & Digital Services Group projects, including all mobile and decentralized assets, lease, and rental plants.


Requirements
  • Bachelor’s degree in Engineering, Construction Management or related field or equivalent professional experience required.
  • PE license in one or more states strongly preferred. 
  • PMP certification preferred. 
  • 5+ years of Project Management experience using Design-Build project delivery method required.
  • Experience with project permitting (EPA permits, municipal permits, building permits, etc.) 
  • Experience with Quality Inspections / Audits of Engineering and/or Construction Projects.
  • Experience managing highly technical and fast-paced design projects for manufacturing, commercial, and general construction clients required.
  • Advanced level in MS Office Suite and Microsoft Project (or similar program) as well as Bluebeam Revu.
  • Experience with Procore, AutoCAD and Primavera P6 preferred. 
  • Good understanding of critical path scheduling

Base Salary: $100k-$140k 


*The provided base salary range is used nationally. The rate offered is compliant with federal/local regulations and may vary by experience, certification/education, market conditions, location, etc.
