LOCATION: Chicago, Illinois (Hybrid/remote schedule). On-site coordination of AME’s may take place at shelters, community service centers, libraries, outdoor spaces such as public parks and other public places accessible to people experiencing homelessness throughout the City of Chicago.
SALARY RANGE: $53,730 - $76,440 (commensurate with experience)

Position Summary:
The Rapid Rehousing Program Manager is a key member of the RRH team. The Program Manager has the primary responsibility to manage the ESG-funded Rapid Re-housing program and associated grants. A successful candidate must be able to work across All Chicago teams, partner agencies and stakeholders such as the Department of Family and Support Services. The Program Manager will supervise a team of program coordinators and associates who support agencies in processing rent payments, resolving housing issues, following program policies and procedures and monitoring program outcomes. The Program Manager will also manage a group of subrecipient partners. Strong candidates will have knowledge of contracting processes, outcomes and RFA and RFP processes. The Program Manager is a champion of housing first and harm reduction approaches to service delivery and will be drive partners and staff to understand and work around participant barriers.

Specific Responsibilities: Rapid Re-Housing Planning & Oversight
- Coordinate the Rapid Re-housing (RRH) program, including overseeing referral processes; collaborating with partner agencies to ensure housing placements, housing stability and successful program exits of program participants.
- Supervise a team of associates and program coordinators· Coach direct reports through alternate strategies or actions to improve partner agency performance.
- Manage long term projects to improve program compliance and outcomes, delegating tasks as necessary.
- Respond to issues related to partner agencies participants or landlords elevated due to complexity or lack of resolution.
- Monitor data quality of partner agency staff by providing on-going reports and addressing issues in a timely manner.
- Complete and provide monthly and quarterly program reports to funders.
- Conduct program orientations and trainings for partner agency staff.
- In collaboration with the Monitoring and Capacity Building Team, plan and oversee annual program audits.
- Ensure programmatic compliance by evaluating progress toward outcomes and conducting site visits and maintaining relationships with partner agencies and other stakeholders.
- Convene and facilitate on-going partner meetings.
- Connect relevant community resources and supports with the RRH program, when possible, including but not limited to employment programs, public benefits, mental health and substance treatment services.
- Monitor client assistance budget.
Other Duties
- Identify opportunities for streamlining workflows and programmatic systems.
- Provide back-up support for other Program Team activities.
- Other duties as assigned to support the work, goals and mission of the All Chicago Program Team.
Qualifications:
Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following:
- Bachelors’ degree in Social Work, Psychology, Social Justice or another related field is required. Master’s degree in one of these fields preferred. An equivalent combination of education and experience will also be considered.
- Possess 2-5 years of experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
- Experience with HUD-funded programming housing programming and accompanying regulations is preferred
- Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
- Ability to prioritize, meet deadlines and manage changing priorities.
- Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
- Strong interpersonal skills, professional presence, and ability to interact with a diverse audience.
- Excellent writing and analytical skills.
- Experienced in meeting or training facilitation.
- One year of supervisory experience preferred.
