Description

The Proposal Analyst at NexGen Data Systems (NGDS) supports the Proposals Team by developing and coordinating Request for Proposal (RFP) responses and their associated artifacts, including proposal writing, proposal editing, data call coordination, and maintaining proposal content and plans. Proposals range from shorter, quick turnaround responses to RFPs to longer, multi-volume proposals. At times, multiple proposals may be in progress concurrently. 


This position requires an experienced writer who can support the business development lifecycle. A history of federal proposal, capture/business development, and/or contracts management experience and/or relevant experience working for a Defense Contractor is required. At least 3 to 5 years of professional experience in proposal writing, proposal management, technical writing, or business development is required. Experience in business analysis is also preferred. This position’s goal will be to ensure that proposals are clear, concise, cohesive, and compliant with RFP instructions. This is a full-time employee position with our company. Standard business hours are Monday through Friday, 8:00 AM to 5:00 PM ET. Additional time outside these hours may be needed to complete the essential functions of the job.


Roles and Responsibilities: 

  • Perform writing to support responses to Market Surveys, Requests for Information (RFIs), Pre-Solicitation, Solicitations, Requests for Proposal (RFPs), Requests for Quotes (RFQs), Invitations for Bid (IFBs). Activities include synthesizing new proposal content while leveraging previously written content and Subject Matter Expert (SME) data call inputs tailored to and compliant with Government solicitation instructions. 
  • Perform or contribute to Proposal Management activities to include reviewing and analyzing RFP materials and amendments, preparing proposal management artifacts (such as capabilities analysis, gap analyses, requirement analysis, compliance matrices, and schedules), preparing SME data calls, technical writing/editing, and coordinating Color Team reviews. 
  • Review and analyze proposal content to ensure clarity, conciseness, responsiveness, and compliance with all stated requirements and consistency across multiple factors (corporate capabilities, management approach, past performance, cost proposal, etc.). Ensure proposals use “one voice” that is active and free of grammatical errors, inconsistencies, and stylistic issues. 
  • Complete and compile appendix documentation such as proposed staff resumes, letters of intent, list of acronyms, and compliance checklists. 
  • Conduct pre-proposal activities such as participating in planning activities, coordinating data calls, organizing proposal content archives, and assisting with past performance collection and review. 
  • Coordinate data calls and collect information from external team members (subcontractors) or provide data call responses to external team members (prime contractor) as necessary for relevant proposals.
  • Assist with Capture Management activities to include monitoring the release of requirements, maintaining opportunities tracker, analyzing pre-solicitation materials, and reviewing potential opportunities.

Requirements

Desired/Required Skills: 

  • Bachelor’s Degree in English, Business Administration, Marketing, Communications, or similar program required; equivalent combination of education and experience will be considered.
  • Shipley Associates Certification strongly desired.
  • Minimum 3 years of professional experience in business proposal writing and development and/or related experience. 
  • Experience working with Government contractor providing Information Technology (IT) services highly desired. 
  • Experience navigating Government contract vehicle portals, procurement notices, industry forecasts, and other opportunity websites, such as Deltek GovWin and SAM.gov.
  • Knowledge of the Federal Acquisition Regulation (FAR).
  • Experience with Association of Proposal Management Professionals (APMP), Shipley, or similar proposal management methodology.
  • Ability to execute delivery of proposal writing, editing, and coordination within fast-paced, time-sensitive schedules. 
  • Knowledge of Department of Defense (DoD) RFP process and documentation.
  • High proficiency with Microsoft Word to conduct intermediate level functions (Styles, Tables, Page Formatting, Table of Contents generation). 
  • Proficient with Microsoft Office Suite products, MS Teams, SharePoint, Google Documents, and Google Sheets.
  • Outstanding English writing and editing skills.
  • Outstanding attention to detail, organizational, and time management skills.
  • Excellent written/verbal communication and interpersonal skills.
  • Ability to work independently and deliver high quality work with strict deadlines.
  • Collaborative team focused mentality to support cohesive team environment.
  • Ability to work in a fast-paced environment with rapidly changing priorities.
  • High degree of integrity when dealing with sensitive or proprietary information.
