Description

 POSITION PURPOSE

This US based role will provide engineering services to PROtect's clients to identify and assist in developing Process Safety Management (PSM) programs, facilitate Process Hazard Analysis (PHA) and analyze layers of protection to mitigate risk. This role will also support other Environmental, Health, and Safety divisions as needed. The Sr Engineer will primarily be working in large industrial facilities in the biofuel, chemical, refining, and oil and gas industries. The primary responsibility of this role is to focus on process development, implementation, and improvement of process safety related tasks specific to industry operations.

 

ESSENTIAL FUNCTIONS AND BASIC DUTIES

· Facilitate Process Hazard Analysis (PHA) utilizing HAZOP, LOPA, and what-if checklist methodology.

· Perform Process Safety Management (PSM) Audits.

· Provide PSM consulting advice and process safety and EHS program development support.

· Assist with the development and presentation of existing and new products, services, and publications specific to PROtect’s EHS and engineering services.

· Assist Company management with projects as needed to maintain the Company’s proprietary EHS and process safety programs.

· Develop, implement, and improve processes to maintain regulatory compliance for safety and environmental permits and regulations. This requires the ability to interpret complex technical, legal, and regulatory language.

· Provide technical expertise for a variety of engineering and compliance programs.

· Demonstrate project management skills.

· Lead audit teams, investigations, risk assessments and special projects where process safety expertise is needed.

· Provide guidance and expertise to operations on root cause investigations for PSM/EHS/environmental incidents and drive corrective action closure.

· Develop, maintain, and provide both classroom and on the job training process safety and EHS related training.

· Develop/enhance and support sustainable metrics and systems for broad employee involvement (EHS committee, risk assessments, safety observations process, safe work permit processes)

· Interpret new and existing regulations and drive actions to ensure compliance with regulatory agencies (federal, state, county, local). Monitor and evaluate emerging regulatory requirements for business impact.

· Provide project engineering principles throughout the systems life cycle phases: concept, development, production, utilization, support, and retirement.

· Able to apply strong problem solving skills for technical considerations, associated problems, and conflicts.

· Promote the identification and development of EHS opportunities and improvements to the organization.

· Application of technical competencies and leadership skills to drive facility compliance assurance and problem resolution.

· Management of multiple activities with varying timelines and stakeholder engagement.

· Mentor and support development of junior engineers in project execution.

· Mentor other project managers and technical staff on rapport development with customer contacts.

· Coordinate work with other disciplines. Perform interdisciplinary coordination checks to minimize deficiencies, errors, and omissions in deliverables.

· Prepare and present technical subjects to enhance team and industry knowledge and understanding.

· Self-manage work schedule to ensure maximum effectiveness for clients and team.

· Manage FieldFX Tickets, Timesheets, Jobs, Quotes, and Invoices pertinent to consultant division

· Develop/foster 10 annual leads (won opportunities), that develop into >$100,000 revenue for PROtect.

· Engage in speaking engagements or write for syndicated publications

Requirements

SUBJECT EXPERTISE

MUST BE ABLE TO PROVIDE TECHNICAL EXPERTISE IN A RANGE OF THE FOLLOWING SUBJECTS

PHA, PSM AUDITS, & PROGRAM DEVELOPMENT

· Facilitate Process Hazard Analyses (PHA) for new processes, projects, and 5-year revalidations.

· Develop customizable PSM programs and documentation for each of the 14 elements of the PSM and RMP regulations.

· Lead 3-year PSM and/or RMP Compliance Audits

· Process Safety Information (PSI) gap analysis and path to compliance.

· Mechanical Integrity Audits and MI Program Development

TECHNICAL DOCUMENTATION SERVICES

· Piping and Instrumentation Diagram (P&IDs) walkdown, redline, and AutoCAD update

· Plant 3D modeling, including the option for LiDAR visualizations

· Valve labeling and tagging

· Area classification diagrams and facility plot plans

· Standard Operating Procedure (SOP) compliance gap analysis and supporting customers in SOP development

· Provide customized templates for EHS and process safety programs compliant with applicable regulations

ENVIRONMENTAL AND SUSTAINABILITY SUPPORT SERVICES

· Storm Water Pollution Protection

· Spill Prevention, Controls and Countermeasures

· Preparation and aid in submitting carbon-related applications to meet the specific state/country’s application requirements.

· Development of (EPA & CARB) Carbon Monitoring Plan

· Identification of, and discussion related to energy savings or project opportunities with ESG/Sustainability/Carbon benefit/cost savings

· Carbon Verification and Compliance

· RFS2 Engineering Reviews

· Researching project specifications, modifying techniques and assessing project standards to ensure environmental efficacy

· BWON and LDAR Engineering Support Services


QUALIFICATIONS

Education/Certification:

Bachelor’s degree in engineering is required. (PE Licensing Preferred).

A master's degree or PhD may be substituted for 4 years of experience

A high school diploma or GED plus 10 years of engineering related experience would also be acceptable

PE or similar Professional Certification required. Multiple State Reciprocity or ability to achieve highly preferable.

Must be a US citizen 

Required Knowledge and Experience:

10+ years professional level engineering experience with at least 5 years in a client facing role. Deep understanding of OSHA’s PSM regulation and EPA’s RMP rule required. Basic understanding of EPA (CAA, CWA, TSCA, EPCRA, RCRA, etc), OSHA, DOT, NFPA, MSHA, FDA and state specific regulations. Knowledge of general chemical/petrochemical/grain processing and industrial manufacturing processes is preferred


Skills/Abilities:

Ability to sit for long periods of time and perform sedentary computer work. Self-motivated with the ability to work from home/remote and stay engaged, focused, and productive. Strong writing, and strategic and interpersonal verbal communications skills. Ability to efficiently research health and safety regulations and policies. Ability to manage multiple projects at a time, self-motivated to accomplish goals with remote oversight. Strong customer service abilities with the ability to understand the big picture while remaining detail oriented.


PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

Site visits required – 50-60% travel required or as needed. Must have a valid driver's license and ability to drive during adverse conditions across multiple states. May occasionally include work over weekends or travel on weekends. Potential to be exposed to loud noises, wet and humid conditions, fumes or airborne particles, toxic chemicals, extreme hot and cold depending on weather conditions. Ability to walk 5 miles regularly coupled with climbing fixed ladders and stairs to significant height. May require lifting of up to 25 pounds on occasion.
