POSITION SUMMARY:
The Recruiting Manager designs and executes TLC’s recruiting strategy, sourcing and attracting talent through databases, social media, and more. Responsibilities include conducting interviews, filtering candidates, and facilitating orientation and onboarding to create a welcoming, inclusive candidate experience that reflects TLC’s mission and culture. This role plays a key part in shaping employees’ impressions of TLC as a warm, welcoming community. It requires a friendly, organized, and customer service-oriented individual with a passion for TLC’s mission in an environment where ASL is the primary language of communication.
SUPERVISOR: Director of Human Resources & Employee Engagement
POSITION DUTIES:
Develops, facilitates, implements, and manages all phases of the recruitment process, fostering a welcoming and positive experience for both candidates and the TLC team.
Serve as the first point of contact in the hiring process, reviewing applications and conducting pre-screening interviews.
Manage orientation and onboarding programs, making improvements as needed to ensure a smooth and engaging new hire experience.
Collaborate with the HR team to create policies and strategies that attract and welcome new talent to the organization.
Partner with hiring managers to understand their team’s needs and identify candidates who will excel in our supportive and collaborative environment.
Maintain consistent communication with managers to review and improve the effectiveness of recruitment efforts and execution.
Manage and track key recruitment metrics like cost-per-hire, time-to-hire, and process efficiency improvement; establish and pursue continuous improvement goals.
Build and maintain a pipeline of qualified candidates ahead of hiring needs, keeping regular contact with potential new hires.
Assign and track relevant trainings for new hires and existing staff, following up with individuals as needed to ensure timely completion.
Collaborate with HR to post job openings on online platforms, classifieds, and professional networks, and actively network with colleges through presentations, student meetings, and career fairs to enhance TLC’s visibility, recording activities to maintain an accurate, up-to-date applicant tracking system.
Partner with the Advancement team to strengthen TLC’s brand as an employer of choice, promoting to both internal and external stakeholders.
Performs other related tasks as directed by the Supervisor.

- Strong welcoming, professional, and relationship-building skills
- Manages and safeguards confidential information responsibly and with discretion
- A minimum of conversational fluency in American Sign Language required, with native, or near-native ASL fluency preferred; Deaf applicants strongly encouraged to apply
- Two years relevant recruiting experience in a fast-paced environment
- Proven ability to create and implement sourcing strategies for recruiting across a variety of roles and levels
- Proactive and independent with the ability to take initiative
- Excellent detail-oriented organization & strong communication skills
- Ability to work both collaboratively and independently and effectively handle multiple projects in a fast-paced environment
- Effective time management skills and proven ability to meet deadlines
- Ability to collect and analyze data to measure recruitment effectiveness from the time a position becomes vacant through onboarding
- Familiarity with laws, regulations, and best practices applicable to hiring and recruitment
- Proficiency in Google platforms, Paylocity (or similar HRIS), and Microsoft Office, is required, along with a willingness to learn new software, applications, and processes
- Ability to travel for recruitment activities, including meetings, college visits, and career fairs, with access to reliable transportation
- Availability to attend ASL classes, if required
