Job Description: 

Digital Consultants is seeking a Business Requirements Analyst (BRA) Subject Matter Expert. The SME/BRA will provide high-level technical expertise and business analysis support for the Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO) contract. This position will focus on supporting modernization, operations, and maintenance initiatives across HUD’s IT systems, providing expert guidance on technical solutions and system requirements. The SME/BRA will collaborate with cross-functional teams to analyze business needs, recommend enhancements, and ensure that systems align with HUD’s strategic objectives.


Duties to include:

  • Serve as the primary technical resource for system design, enhancement, and troubleshooting across HUD systems such as the Enterprise Analytics Platform (EAP), REAC TAC, CHUMS Lite, and eVMS.
  • Provide expert knowledge on system functionalities, architecture, and integrations, ensuring solutions are aligned with HUD’s long-term goals and technical requirements.
  • Conduct in-depth analysis of HUD’s technical environment and provide recommendations for system improvements, optimizations, and modernizations to enhance performance and usability.
  • Work with stakeholders to identify and document detailed business and technical requirements for new system features, modifications, and modernization initiatives as outlined in the PWS.
  • Translate business needs into technical specifications, ensuring that requirements are complete, clear, and aligned with HUD’s operational objectives.
  • Develop and maintain detailed documentation for all system modifications and enhancements, supporting accurate implementation and future scalability.
  • Support (Modernization and Enhancement by identifying modernization opportunities and developing strategies to leverage cloud-based solutions, automation, and data integration.
  • Collaborate with the Cloud Solutions Architect and DevOps Engineer to implement scalable, secure, and efficient enhancements across HUD’s systems, ensuring readiness for future HUD OCIO initiatives.
  • Ensure that modernization efforts comply with HUD’s technical standards, security protocols, and best practices, delivering seamless transitions to new platforms or upgrades.
  • Assist with the day-to-day operations and maintenance of critical HUD systems, troubleshooting complex issues, diagnosing root causes, and implementing effective resolutions.
  • Monitor system performance and provide proactive recommendations to prevent potential issues, optimize performance, and ensure continuous system availability.
  • Work closely with Systems Engineers and Help Desk Technicians to address and resolve escalated issues, ensuring HUD’s IT infrastructure remains stable and secure.
  • Ensure compliance with HUD’s cybersecurity, data privacy, and federal regulatory standards during all system modifications and maintenance activities.
  • Collaborate with Cybersecurity Specialists to identify and mitigate potential risks, particularly in systems handling sensitive data, such as the Enterprise Income Verification (EIV) and Voucher Management System (VMS).
  • Provide expert input into HUD’s security protocols, ensuring that system enhancements align with established security frameworks and compliance requirements.
  • Serve as a technical advisor for HUD OCIO leadership, providing insights on system functionality, performance, and potential enhancements.
  • Facilitate communication between technical and non-technical stakeholders, ensuring that HUD OCIO leadership understands system capabilities, limitations, and proposed solutions.
  • Participate in regular project meetings, status updates, and technical briefings to keep stakeholders informed on system operations, maintenance, and modernization progress.
Requirements

Education: Bachelor’s degree or 6+ years relevant experience in one of the following:

  • Computer Science or IT-related field
  • Business administration/management
  • Technology Management

Experience:

  • (5+) years of experience in design, development and implementation of complex, large-scale computer systems and WEB applications, including system maintenance, modification, and resolution of system errors. 
  • 3+ years of experience in DevOps (Software development and information technology operations). 
  • 3+ years of experience with Azure cloud and/or similar cloud environments, proven expertise working with local area networks (LAN), Unisys/IBM Mainframe data environments, Linux, Oracle, MS SQL, and systems referenced. 
  • Strong knowledge of cloud environments (e.g., AWS, Azure), data integration, and modern software development practices.
  • Demonstrated experience with requirements analysis, systems documentation, and technical writing.
  • In-depth understanding of security and compliance standards, particularly those relevant to federal agencies. 
  • Proficiency in requirements management tools and documentation platforms (e.g., JIRA, Confluence, Microsoft Visio).
  • Excellent analytical and problem-solving skills, with the ability to navigate complex technical issues and propose effective solutions.
  • Strong communication skills, both written and verbal, with the ability to work collaboratively with cross-functional teams and stakeholders.
  • Knowledge of DevOps practices and ITIL methodologies is preferred.
  • Familiarity with relevant HUD systems and applications or equivalent large-scale enterprise systems.
  • The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., move a case of paper or similar task) that may occur on occasion.
