Digital Consultants seeks a Program Manager to support the Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (CIO). Responsible for the strategic oversight and management of all contract activities, ensuring project milestones, budgets, and quality standards meet HUD's expectations. The Program Manager will manage cross-functional teams and serve as the primary liaison between HUD OCIO and contractor leadership, ensuring alignment with HUD’s objectives in systems operations, maintenance, and modernization.


Duties to include:

  • Serve as the primary HUD OCIO point of contact, overseeing all aspects of program execution, including project planning, resource allocation, and adherence to contract requirements.
  • Develop and implement program strategies that align with HUD OCIO’s mission, facilitating operations, maintenance, and modernization activities for critical HUD systems such as the Enterprise Analytics Platform (EAP), CHUMS Lite, REAC-TAC, and other supported applications.
  • Provide leadership and direction to the Project Manager and team leads, ensuring that technical and operational goals are met within budget and schedule constraints.
  • Ensure the program’s compliance with all contract terms and HUD OCIO standards, including cybersecurity, data privacy, and federal IT requirements.
  • Monitor contract deliverables and performance, coordinating with internal teams to ensure tasks are completed in line with the Performance Work Statement (PWS) requirements and quality standards.
  • Oversee budget planning, resource management, and cost controls, maintaining strict adherence to HUD’s financial guidelines.
  • Identify and manage program-level risks, proactively developing mitigation strategies for potential challenges such as staffing constraints, technical risks, or schedule delays.
  • Lead resolution efforts for complex issues, coordinating with technical leads and HUD stakeholders to ensure program continuity and minimize disruptions to HUD’s operational capabilities.
  • Ensure continuous assessment and improvement in risk management approaches to maintain alignment with HUD’s security and compliance objectives.
  • Act as the primary liaison between HUD OCIO leadership and the contractor team, facilitating open lines of communication and effective decision-making.
  • Conduct regular briefings and progress reports for HUD leadership, summarizing program metrics, contract performance, and risk management initiatives.
  • Lead monthly and ad hoc program review meetings, ensuring HUD stakeholders are informed on program progress, potential changes, and any required Government approvals.
  • Oversee modernization and enhancement initiatives, including the migration to cloud-based infrastructure and integration of new technologies in collaboration with technical teams.
  • Lead Task 4 (Modernization & Enhancement), ensuring alignment with HUD’s digital transformation objectives and effectively managing resources for innovation-driven projects.
  • Support the Cloud Solutions Architect and DevOps Engineer in implementing scalable, secure solutions across HUD systems to meet future technology needs and improve HUD’s operational efficiency.
  • Implement quality control processes to ensure high standards are met for all deliverables, including operational reports, system maintenance logs, and project documentation.
  • Establish continuous improvement practices within the program team, driving efficiencies and enhancing service delivery quality to meet HUD’s evolving needs.
  • Develop program performance metrics and reporting frameworks to track and report on operational effectiveness, ensuring program goals are consistently met or exceeded.
Requirements
  • Clearance: None
  • Education: Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field. 8 years of relevant experience is considered equivalent to a Bachelors Degree. 
  • Certifications: PMP
  • 10+ years of Program/Project Management experience with 5+ years in federal or government contracts. 
  • Experience managing competing multiple vendors, crossing functional technology and infrastructure projects simultaneously. 
  • Experience with agile methodology. 
  • Knowledge in Enterprise Transformation efforts through directing, managing, implementing, and executing business and technology-related solutions and project teams that involve shared services, assessments, design, business case development, IT strategy, planning, performance management, IT effectiveness, benchmarking, operating, systems integration, cloud architecture, and infrastructure management. 
  • Ability to execute strategy and deliverables, as well as write, communicate, facilitate, and present cogently to and/or for, all levels of industry audience, clients and internal staff and management, which includes the following: presentation slides, practice marketing materials, change management plans and/or project plans, workshops for various internal and external clients and audience levels, practice methodologies and tools, policies and procedures, whitepapers, other standard business communications. 
  • The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., move a case of paper or similar task) that may occur on occasion.
