Job Description: 

Digital Consultants is seeking a Project Manager to support the Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (CIO).


Duties to include:

  • Serve as the primary point of contact for HUD OCIO on project-related matters, managing daily interactions and facilitating clear communication on all technical and programmatic issues.
  • Lead project execution across all phases, including initiation, planning, execution, monitoring, and closure, to meet performance standards as defined in the PWS.
  • Oversee scheduling, resource allocation, and task prioritization to ensure timely delivery of all project tasks and deliverables, including operations support, maintenance, and system enhancements.
  • Direct and oversee task management for Program Management, Operations, Maintenance, and Modernization, ensuring adherence to the technical and operational standards established in the PWS.
  • Ensure project compliance with HUD OCIO’s security and regulatory requirements, including data handling, privacy, and system access protocols.
  • Monitor the HUD ticket tracking system for service tickets, respond to escalated issues, and manage resolutions as outlined in the PWS.
  • Manage operations support for HUD systems such as the Enterprise Analytics Platform (EAP), REAC-TAC, and Housing Information Portal (HIP), ensuring uninterrupted functionality and rapid response to technical issues.
  • Facilitate system maintenance activities, including regular updates, patches, and performance monitoring, while coordinating with Systems Engineers and Help Desk Technicians to address technical issues.
  • Oversee documentation efforts, ensuring comprehensive records of project activities, issues, and resolutions are maintained and submitted according to HUD requirements.
  • Prepare and submit monthly project status reports, summarizing project progress, key metrics, ticket status, risks, and milestones to HUD OCIO in line with the reporting requirements outlined in the PWS.
  • Coordinate and lead regular project status meetings with HUD stakeholders, providing updates on project performance, risk management, and issue resolution.
  • Develop and maintain a communication plan to ensure HUD leadership is consistently informed about project developments, including change requests, project adjustments, and contract modifications.
Requirements

Experience: 

  • Proficiency in project management tools such as MS Project, Smartsheet, or similar.
  • Strong problem-solving abilities, with experience in managing complex IT systems and resolving technical issues.
  • Knowledge of cybersecurity and data privacy regulations, with a focus on compliance for secure systems and sensitive data.
  • Familiarity with agile methodologies and DevOps practices to support HUD’s modernization efforts.
  • 5+ years of experience managing IT Modernization and Enhancement projects valued at $1 million or more per year, including developing project plans in Microsoft Project and following those project plans through to successful completion with minimal cost or schedule variance. 
  • 5+ years of experience in business process analysis/workflow improvement. 
  • 5+ years of experience working with systems with business intelligence reporting tool capabilities. 
  • 5+ years of experience working with waterfall/agile framework/methodology. 
  • 1+ year of experience working with financial systems. 
  • 2+ years of experience with Salesforce, custom development (including Java), cloud environments (including AWS and Azure). 
  • The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., move a case of paper or similar task) that may occur on occasion.

Education: Bachelor’s degree in one of the following or 8 years of relevant Project Management experience will be considered equivalent to a Bachelors Degree:

  • Computer Science or IT-related field
  • Business administration/management
  • Technology Management
