ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to the National Center for Chronic Disease Prevention & Health Promotion (NCCDPHP), Division for Heart Disease and Stroke Prevention (DHDSP), at the CDC, located at 4770 Buford Highway NE, Atlanta.


SCOPE OF WORK


The Public Health Policy Analyst III will create policy analysis plans, link policy to the scientific evidence, and perform policy analysis in support of work identified through the Division’s research agenda, partners and collaborators, and funded recipients. Selection of topics for study will be identified by CDC and may include community health worker, telehealth, stroke systems of care, and pharmacy policy interventions. The Public Health Policy Analyst III will identify relevant legal databases, collect policies; perform analyses; and provide results, reports, or manuscripts. The Public Health Policy Analyst III will advise DHDSP staff and funded recipients on topics related to the science base underlying policy interventions, the comprehensiveness of policies, and the adoption of policies across the United States.


MAJOR DUTIES AND RESPONSIBILITIES

  • Identify the science base that underlies policy interventions by coordinating or conducting evidence reviews.
  • Perform an annual search of legal and legislative search engines (e.g., Westlaw, StateNet) for laws and statutes proposed and enacted by state legislatures related to cardiovascular disease and public health for legislative monitoring, analysis, and reporting.
  • Develop decision rules and criteria to select and analyze policies for an analysis of case law, statutory and constitutional authority, and provisions pertaining to cardiovascular health.
  • Analyze policies and policy interventions using quantitative and qualitative methods for their connection to the science base.
  • Identify policy gaps, identify and develop policy research questions to address those gaps.
  • Develop manuscript for peer-reviewed publication or translation document that summarizes findings from policy analyses.
  • Disseminate results of analyses and findings to key partners. Method of dissemination will be determined by the COR depending on the type of information and key audience, such as professional conferences. Travel may be required.
  • Develop and maintain written documentation including codebooks with variable names and values for new data sources, annotating statistical programs, summarizing and referencing statistical methods, and results. All work created as part of this contract will be accessible to CDC staff on the CDC computer network as identified by the COR.
Requirements

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master's Degree in Public Health or related field with 6 years of experience or PhD in Public Health or related field with 4 years of experience
  • Juris Doctorate from a program accredited by the American Bar Association is highly desired, but not required.

Required:

  • Ability to anticipate needs and identify work to be done independently
  • Knowledge of the principles, concepts, methods and the techniques of public health research and evaluation to analyze, evaluate and provide expert advice and consultation
  • Ability to communicate both orally and in writing to make clear, convincing presentations, explain and justify recommendations, represent the assigned program or project areas and provide guidance to program administrators and provide technical assistance and training to project or program staff
  • Knowledge and experience in the field of research and evaluation.
  • Extensive experience working in policy and partnership at/with CDC, federal, state, local or related public health entities.
  • Extensive experience with review, interpretation, and analysis of significant documents, policy statements, and legislation.
  • Experience working as part of team and coordinating projects.
  • Experience reviewing public health policy material for relevance and implications for specific issues.
  • Experience conducting factual and legal research. Proficiency with legal and legislative research databases.
  • Experience drafting legal memos, manuscripts, reports, and presentations.
  • Experience reviewing and revising applicability of law and policy for internal process.
  • Writing and editing experience. Must be adept at higher-level editorial tasks.
  • Proficiency in Microsoft Outlook, Excel, and Word software.
  • Excellent organizational skills and the capacity to deliver on allocated tasks and respond in a timely manner to deadlines.
  • Ability to plan, organize and prioritize work.

Desirable:

  • Prior experience at CDC in a similar capacity strongly preferred
  • Background in public health programs

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.

Salary Description
$95,000 - $112,000
