WHAT YOU'LL DO
The Director of FCC Governance and Bank Oversight will assist the Head of AML/OFAC Risk Governance and Issues Management in coordinating and leading the execution of governance activities across the financial crimes compliance program. This includes AML/OFAC risk assessment, training, policy, procedures, and standards development, regulatory examinations, audit coordination, and other FCC oversight activities as needed. Additionally, the Director will lead the ongoing oversight of FCC activities for the Community Bank, serving as a liaison between the FCC program and community bank leadership. This role involves coordinating the implementation of new products or services, overseeing compliance testing and process improvements, and ensuring adherence to Anti-Financial Crime and Counter-Terrorist Financing regulations.
HOW YOU'LL DO IT
- Assist the Head of AML/OFAC Risk Governance and Issues Management with the development and management of the oversight program for the Community Bank’s activities related to AFC/CFT and OFAC, seeking continuous improvements and collaborating with FCC and CCBX stakeholders.
- Serve as the key point of contact for AML/CFT and OFAC matters for the Community Bank.
- Lead the execution of the AML/CFT and OFAC risk assessment process, including methodology development and updates.
- Manage and develop FCC projects and initiatives, track issues, and liaise with various stakeholders to resolve issues.
- Manage the intake of potential issues identified with the bank’s compliance and escalate to FCC leadership as appropriate.
- Develop, publish, and manage a library of FCC training materials.
- Oversee the facilitation of FCC training, ensuring that all affected management and staff receive training.
- Effectively manage the team, including training and developing staff, monitoring appropriate workloads, and providing candid and meaningful feedback in a timely manner.
- Effectively communicate with Management, the Board, Auditors, and Regulators.
- Manage bank compliance, balancing the role of advisor to the business with encouraging a culture of robust challenge to the business.
- Analyze existing and proposed legislation, regulatory announcements, and industry practices to advise FCC operations and other stakeholders in developing and implementing processes to meet complex regulatory standards.
- Understand and proficiently communicate bank processes and policies related to business models and AFC/CFT risks.
- Develop meaningful relationships with bank leaders and branch management to enhance their understanding of FCC compliance and risks, as well as risk management and the implementation of mitigating controls.
- Facilitate coordination within the broader FCC program to enhance collaborative processes, policies, and procedures.
- Take on special projects within the department as needed.
WHAT YOU'LL BRING
- Thorough knowledge of Bank Secrecy Act, USA PATRIOT Act, OFAC and related regulations.
- Explains AML/Sanctions concepts with confidence: AML, BSA, CIP, KYC, CDD, EDD, OFAC, SAR.
- Oversees and develops the creation and improvement of systems, structures, and processes.
- Knowledge of Bank Operations, Payments, and Business Units and ability to work with bank and branch staff.
- Strong analytical skills and ability to resolve complex problems with minimum guidance.
- Problem solving attitude with the ability to be creative and flexible while still meeting requirements.
- Effective time management, planning and organizational skills, with proven accuracy.
- Ability to manage and prioritize multiple tasks/projects and deadlines simultaneously.
- Strong verbal and written communication skills.
- Strong collaborative skills with the ability to seek out new sources of relevant information.
EDUCATION/EXPERIENCE
- Bachelor’s Degree or equivalent
- 5 + years AML/Sanctions Leadership experience
- CAMS certification, or willingness to obtain certification
