POSITION SUMMARY:  

The Purchasing & Consumer Accounts Specialist will purchase goods and services according to departmental and organizational policies and procedures.   Oversee and manage Consumer Trust Accounts, which includes completing deposits, withdrawals, reconciliations, and maintain up-to-date documentation regarding transactions.


CORE RESPONSIBILITIES: 

Purchasing Key Duties and Responsibilities

• Consults with leaders and external entities to develop specifications; makes recommendations regarding purchases and vendors.

• Processes requisition forms; recommends vendors.

• Verifies budget codes and availability of funds.

• Contacts and receives informal quotes from appropriate vendors; compares costs and evaluates the quality and suitability of equipment, materials and supplies.

• Coordinates purchasing details with vendor and the Finance Department, including pricing revisions, order cancellation and invoice discrepancies.

• May prepare requests for removal and disposal of surplus items; may review and process travel requests.

• Resolves problems and issues arising from purchase of services, equipment and supplies.

• May provide budget assistance to staff.

• May interpret software license or service contracts.

• Enters data into Starpoint’s Fixed Assets system and assists in the maintenance of that data.

• May creates complex original draft correspondence; composes and prepares reports, memos forms, agendas, directories, tables and meeting minutes. 

• Maintains department’s contract and financial records and coordinates archive records retention and destruction program.

Consumer Accounts Key Duties and Responsibilities

• Ensure completion of all accounts receivable functions for resident accounts are met on monthly basis. 

• Completes all resident charges and accounts are balanced within 30 days of consumer discharge.

• Oversee and manage Consumer Trust Accounts, which includes completing deposits, withdrawals, reconciliations, and maintain up-to-date documentation regarding transactions.

• Maintain checking accounts for whom Starpoint has been named as representative and/or Fiduciary Trustee to pay consumer room charges and personal needs funds from associated accounts to include monthly account reconciliations.

o Utilize and monitor budgets for clients

o Pay client bills on time

o Complete bank account reconciliations in a timely manner

o Maintain accurate bookkeeping for all clients’ financial records

• Perform other functions as required to ensure proper accounting of representative payee accounts and compliance with representative payee regulations

o Be compliant with Social Security Administration policies and regulations

• Work effectively with the Operations team and other program support staff

• Ensure program documentation and policies and procedures are up-to-date.

• Responds to inquiries from in a timely fashion

• Oversight of the Personal needs finance sheets as an outside reviewer

• Main point of contact for the annual Social Security Rep payee audit. 


Requirements

QUALIFICATIONS: 

• Associate's degree in accounting and/or finance from an accredited college, university, or business college preferred.

• One (1) year of experience in accounting with an emphasis on general ledger and accounts receivable, preferably in a not-for-profit organization; or a combination of education and experience that is determined to be equivalent to the above-listed education and experience.

• Ability to work with minimal supervision in an individual and team setting.

• Ability to organize and prioritize work to meet all deadlines and established goals.

• Ability to handle sensitive information confidentially and discreetly.

• Ability to handle high volume workload with a high degree of accuracy.

• Proficient in Microsoft Excel.

• Knowledge of computerized accounting systems, computer spreadsheets, and personal computers.

• Ability to communicate with staff at all levels and ability to work independently.

• Ability to be discrete and maintain a high level of confidentiality.


ESSENTIAL FUNCTIONS:   

Demonstrated the ability to carry 50+ pounds; to push/pull 100 pounds; lift heavy objects; stand 4+ hours per day; walk 4+ hours per day, etc.
