Description

Performs intermediate level technical and administrative work related to department operations including multimodal transportation planning, traffic and congestion mitigation, and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed with moderate supervision from the Town Engineer.

  

Essential Job Functions

  • Performs engineering duties for Town operations including streets, sidewalks, multiuse paths, and capital construction. 
  • Performs duties related to all phases of complex engineering construction, transportation, and repair projects. 
  • Participates in the design, planning, and implementation of projects that expand and enhance the Town’s multi-modal transportation system. 
  • Provides technical guidance and staff support to a wide variety of Town, regional, and state committees dealing with transportation and land use issues including technical coordinating committees, metropolitan planning organizations, and regional transportation organizations; works with the community to identify issues and build consensus on plans and strategies. 
  • Assists with updates to the Town’s transportation-related plans. 
  • Analyzes engineering plan design, specifications, consultant and staff comments in accordance with design requirements and municipal standards and regulations; recommends approval or additional engineering changes or conditions; represents the Town’s engineering interests in Technical Review Committees (TRC), partnership meetings, etc. 
  • Assists internal and external stakeholders with Town-wide planning, design, and construction issues. 
  • Serves as the Town’s lead on providing input and making recommendations to evaluate and mitigate the impacts to the transportation network from development projects, including close coordination with North Carolina Department of Transportation (NCDOT) and the Wilmington Metropolitan Area Planning Organization (WMPO).  
  • Reviews site plans, preliminary subdivisions, and construction plans for compliance with applicable transportation-related plans and ordinances. 
  • Presents plans, reports, and makes recommendations to Town Council and the Public. 
  • Coordinates grant administration and management with the Finance department. 
  • Performs duties related to the Town’s as-built and closeout process, including obtaining as-builts and certification documentation. 
  • Performs duties related to the Town’s street dedication process and annual Powell Bill submittal. 
  • Performs duties related to the Town’s Performance Guarantee process. 
  • Makes recommendations for multimodal transportation-related updates and amendments to the Code of Ordinances. 
  • Serves as staff liaison with NCDOT and WMPO on planned transportation improvements and project prioritization.   
  • Responds to inquiries and complaints; investigates, negotiates, and resolves sensitive and controversial issues. 
  • Ensures compliance with federal, state, and local environmental laws.  
  • Assists with Town CIP planning activities. 
  • Participates and represents Engineering in Town-wide initiatives. 
  • Performs other duties as directed or assigned.

Requirements
  • Bachelor’s degree with coursework in civil engineering, or related field experience. 
  • Moderate (1-3 years) experience in civil engineering, emphasis on transportation, construction administration, maintenance, planning, and design preferred. 
  • Demonstrated ability to manage or facilitate complex projects and/or transportation grant funding. 
  • Understanding of the interrelatedness of transportation planning and land use planning. 
  • Possession of or ability to obtain OSHA 10-hour certification within twelve (12) months of hire. 
  • Completion of NIMS ICS 100 and 200 within six (6) months of hire. 
  • Possession of an engineer in training certification. 
  • Possession of an appropriate driver's license valid in the State of North Carolina.  

Knowledge, Skills, and Abilities

  • General knowledge of the concepts, principles, techniques, and legal aspects of transportation planning and engineering. 
  • General knowledge of the philosophies, principles, practices, and techniques of engineering as they pertain to the design and development of urban and regional areas and their interrelatedness with the design and efficiency of the transportation network. 
  • General knowledge of municipal public services administration, civil engineering, planning, and design including the local, State, and Federal laws and regulations that regulate their development and operation.  
  • General knowledge of engineering plans, blueprints, drawings, and technical data, including GIS GPS, and CAD. 
  • General knowledge of bid documents, deeds, easements, and other legal documents. 
  • General knowledge of street design and roadway maintenance and stormwater design and maintenance. 
  • General knowledge and/or experience working with regional planning organizations such as MPOs/RPOs. 
  • General knowledge of traffic impact analysis process.  
  • General knowledge of transportation design elements and best practices including roadway design, pavement markings, sight distance triangles, ADA guidelines, and MUTCD, AASHTO, and PROWAG standards. General knowledge of research methodology and of standard statistical procedures. 
  • General knowledge of the Town Charter and of the various ordinances, codes, and regulations pertaining to planning, zoning, and subdivision.  
  • Ability to read, and interpret, surveys, plans, architectural and engineering drawings, maps and blueprints accurately.  
  • Ability to prepare technical reports. 
  • Ability to perform mathematical and engineering computations with precision. 
  • Ability to communicate effectively, both orally and in writing. 
  • Ability to perform work during emergency or disaster situations upon request and as assigned by management. 
  • Ability to conduct themselves in a professional manner regardless of situation.  
  • Ability to apply logic and reasoning to various types of projects, tasks, and inquiries. 

Physical Requirements

 

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, using hands to finger, handle or feel and repetitive motions, frequently requires speaking or hearing and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Salary Description
$73,000.00 - $83,950.00
