Introduction


Priority Power develops and constructs utility-class private electrical infrastructure, including solar, transmission, substation, distribution, and other renewable energy projects. These projects support our large industrial and commercial customers in several markets, including oil and gas, hyperscale data centers, crypto mining facilities and green hydrogen. The successful candidate will manage all aspects of procurement in support of Priority Power’s Infrastructure division, with a particular focus on solar projects.

The successful candidate will work on a cross-functional team with development, project management, engineering, and project controls. The role requires experience in infrastructure projects, in the electrical utility and solar renewable sector. Knowledge of electrical substations, transmission and distribution, wind, solar, and storage technologies is beneficial.

The position encompasses all phases of procurement-related tasks from prequalification and requisition to contract award, including but not limited to formulating procurement strategies, reviewing scopes of work, pricing methodology, contract or purchase order terms and conditions, developing solicitation packages, evaluating offers, and negotiating agreements. This position reports to the Director of Contracts and Procurement and works closely with other internal stakeholders when coordinating procurement requirements.


Key Responsibilities


General Attributes: Ensure all procurement activities are performed in accordance with the Company’s policies and procedures.

  • Assist with new supplier pre-qualifications, evaluations, and onboarding.
  • Maintain critical supplier relationships with senior personnel to ensure positive outcomes.
  • Participate with the project team in defining and developing the scope of procurement work, and in preparing and coordinating procurement plans and schedules.
  • Manage the supply chain process for procurement of material, engineered equipment, and services. Responsibilities include developing comprehensive bid packages (RFPs), overseeing all solicitations, performing commercial bid evaluations,      managing and resolving bidder clarifications and addendums, making award recommendations, and assisting in the conformance of purchase orders and agreements.
  • Prepare and/or direct the preparation of commercial terms and conditions for use on all project purchase documents, ensuring that requirements of the prime contract are incorporated (if required).
  • Lead formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions).
  • Prepare and organize assigned procurement sponsored meetings, such as pre-bid, post-award kick-off, or progress meetings, to ensure complete understanding of technical and commercial understandings.
  • Be accountable to the project’s schedules, including planning and executing own work during the pre-award phase of purchase orders and post-award administration of procurement.
  • Manage and enter procurement commitments and change orders through company internal procurement systems and work      breakdown structures.
  • Understand change management processes pertaining to change notices, change orders, and amendments. Participate in the evaluation of change notices or change orders as they are presented.
  • Oversee contractor invoice and purchase order payments in accordance with the terms and conditions of each agreement.
  • Be responsible for assigned orders from development through closure, including the acquisition and delivery of purchases, and order closeout; support management of back-charges and claims.
  • Be accountable for the integrity of records management for the respective team as it relates to procurement administration activities.
Requirements

Skills, Knowledge, Qualifications, and Experience

  • Required 4-year degree in business or related field or equivalent experience.
  • Minimum 10 years’ experience managing the sourcing of high-dollar purchase orders and contracts in industrial industries.
  • Demonstrated understanding of project sourcing processes, tools, techniques, standards, legal terms, and contractual instruments.
  • Knowledgeable of claims and change management processes.
  • Good oral and  written communication skills.
  • Problem-solving and conflict resolution skills.
  • Experience and use of NetSuite ERP system a plus.
  • Proficient in Microsoft Office applications.

Working Conditions


The duties and responsibilities are performed in office environments and construction sites. The position generally involves frequent standing, occasional to frequent sitting, moderate to frequent lifting, carrying, bending, reaching, kneeling, twisting, balancing, and climbing. The environmental conditions generally include frequent exposure to unprotected heights, exposure to uneven and wet surfaces, and possible continuous exposure to varying levels of noise.
