What You'll Do:

In the Clinical Program Manager role, you’ll be responsible for the day-to-day operational management of the Recuperative Care Program and Haven House Shelter; including but not limited to, budgeting, billing, an integrated system of social service support, quality assurance, safety, information management, donor relations, public relations, inter-agency relations, facilities management, materials management, contract accounting management and compliance. The Clinical Program Manager also works with the Director to build and implement strategies to grow the services.

  • Ensures program, grant and contract compliance; ensures all programs are in compliance with local, state and federal guidelines and laws
  • Administers and manages funding contracts, to include submitting timely reports, monitoring contract spending, and maintaining compliance with contractual requirements
  • Monitors all rosters, databases and logs to ensure compliance within hospital and health care plan contracts and guidelines as well as in-house reporting processes
  • Provide input to the development of the program’s budget; ensures program operates within budget, to include timely invoice approval and review of financial reports
  • Collaborates with Development on completion of funding proposals and ensures that proposals are in line with service management plan and/or agency strategic plan
  • Develops and maintains relationships with health plans, the VA and hospital contacts, shelter network, and with various social service providers for the benefit of clients served
  • Networks with partner hospitals and agencies; manages relationships with partners and community and civic groups, and represents the agency at community events and meetings
  • Proactively and consistently improves the quality and effectiveness of program services
  • Works with the Director and executive leadership to establish a vision for the program consistent with the agency’s mission and community’s needs
  • Prepares regular statistical reports regarding program outcomes
  • Supervises flow of referrals, intakes, and discharges of participants and ensures accessibility and welcoming of all clients
  • Provides back-up support to direct service staff for the client in-take and screening process
  • Works with staff to maintain thorough, accurate records of case management activities with every program participant and maintain files according to agency standards
  • Oversees the maintenance of records and other administrative requirements; ensures compliance with documentation and charting requirements for all funding streams
  • Facilitates and attends all client case conferencing in order to monitor client progress and ensure adequate levels of support to clients
  • Intervenes and deescalates difficult clients or crises that arise and manages client grievances and complaints
  • Coordinates and provides support to interns and volunteers
  • Attends and participates in program, agency and community meetings and trainings
  • Monitors all staff job performance, completes evaluations, ensures on-going staff training and development, and participates in the hiring of staff for department
  • Remains on-call outside of normal working hours for program support
  • Provides back up support to direct service staff with programming needs including but not limited to: client rounds, documentation, case management, transportation
  • Provides back up support to staff for shift coverage if needed
  • Participates in all staff meetings and trainings
  • Performs additional duties as assigned by supervisor



Requirements

Who You Are:

  • Master’s Degree in Social Work or related field, required
  • Currently licensed by the State of California as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT) or Licensed Professional Clinical Counselor (LPCC, preferred
  • 2+ years of experience working in a Social Services or nonprofit setting, required
  • 2+ years of experience working with severely mentally ill, medically fragile, and/or homeless population, required
  • 1+ years of administrative supervisory experience, preferred
  • Experience working with individuals in a residential setting, preferred

 ADDITIONAL REQUIREMENTS

  • Ability to establish and maintain professional boundaries with clients
  • Ability to identify problems, and research and recommend resolutions
  • Excellent communication skills, particularly listening, mediation, and writing skills
  • Possess strong organizational skills with ability to meet a demanding workload
  • Ability to anticipate and react calmly to emergency situations
  • Knowledge of Substance Use and Co-Occurring Disorder treatment
  • Sensitivity to cultural and socioeconomic characteristics of population served
  • Demonstrated experience managing multiple deadlines and working effectively under pressure, using independent judgment to produce quality work under time constraints
  • Demonstrated experience working with a collaborative team
  • Working Knowledge of MS Office (Word, Excel, and Outlook)
  • Ability to communicate effectively among a diverse workforce population and maintain sound working relations with all levels within the organization
  • Work with spirit of enthusiasm, teamwork, cooperation and a sense of urgency
  • Maintain a high degree of confidentiality over all matters in the course of business operations including client and employee information
  • Ability to multi-task in an efficient, thorough, and prioritized manner
  • Ability to work quickly, accurately and independently

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

  • Must be able to perform work in a climate controlled office setting
  • May be subjected to adverse conditions, including contact from hostile people
  • Exposure to contagious diseases (hepatitis, HIV, tuberculous, etc.)
  • Exposure to unpleasant and noxious fumes, odors, dust, temperatures, noise and inclement weather
  • Must have the physical ability to sit for long periods of time, stand, walk, bend, kneel and uses hands, arms and legs for dexterity and balance on a frequent basis
  • Occasionally lifts, carries and balances objects weighing up to 30 pounds
  • Pulls and pushes such objects as file drawers, computers and similar office equipment and supplies
  • Prioritizes and multi-tasks work and projects requiring good memory , concentration and analytical thinking
  • Occasionally is required to perform the safe operation of a vehicle, office equipment and machines, and recognize and abate safety hazards within the workplace
  • Must be able to hear, see including distinction of colors, read and communicate verbally and in writing frequently with a wide range of people from divergent socioeconomic backgrounds and origins
  • The noise level in the work environment is usually low

Location: Onsite: Escondido


Salary: $87,000-$92,000


Hours: Monday-Friday, 8am-4:30 pm
